Job Description
Job Summary Trans Mountain seeks a Manager, Regulatory & Land Services to support the Directors of Regulatory, Tolls & Tariffs, and the Land & Permitting department. The role leads a team of analysts, overseeing regulatory and land-related programs, delivering high‑quality work, and aligning initiatives with operational and business objectives. Key Responsibilities Oversight of document control, quality assurance and internal review processes for regulatory filings.
Maintain strong internal controls to support regulatory compliance and corporate standards. Establish new procedures to support regulatory and land deliverables and external issuances. Provide leadership and direction to analysts, ensuring timely issue escalation across department and corporate groups.
Foster collaboration, accountability and professional development within the team. Support Directors in developing annual work plans, tracking priorities, and coordinating resource and capacity planning. Monitor performance against targets and align with ISLMS requirements where applicable.
Develop and maintain risk identification frameworks, mitigation strategies, and issue resolution tools. Track, manage, and close regulatory conditions, obligations and directives transparently and audit‑ably. Implement management of change protocols for new departmental initiatives.
Prepare departmental reports for internal and Board of Director audiences. Maintain a comprehensive, compliant records management system for regulatory and land activities. Lead continuous improvement and business transformation initiatives, including process optimisation and regulatory system enhancements.
Advance regulatory and land management programs to improve efficiency, consistency and compliance maturity. Act as primary liaison with IT to define business requirements and support data, analytics and AI initiatives. Lead data and trend analysis to enable evidence‑based decision‑making.
Support departmental financial management, including budgeting, forecasting, cost control and change order administration. Ensure supply chain processes are effectively managed and financial impacts are communicated to leadership. Qualifications Post‑secondary education in Business Administration, Engineering, Environment, Planning, Law, Public Administration or related discipline.
Minimum of 7 years of experience leading business change, operating model development or continuous improvement initiatives. At least 3+ years in a people‑management or senior supervisory role with team performance accountability. Direct experience or familiarity with energy‑industry regulation.
Experience overseeing regulatory services, process development, land services or permitting. Supportive, collaborative leadership and mentoring skills. Proven experience in financial management, forecasting and vendor oversight.
Experience managing multiple dependencies in a matrix environment. Track record of delivering high‑quality work and managing competing priorities. Effective communication skills and ability to engage stakeholders across backgrounds.
