Applications are invited for the position of Assistant Project Coordinator – (Research)/Senior Researcher on a contractual basis:

Candidates possessing a minimum of 3 years or more of relevant experience will be considered for the position of Assistant Project Coordinator (Research). However, candidates shortlisted with less than 3 years of relevant experience will be considered for the position of Senior Researcher.

 

Organisation- Indian Police Foundation

Number of Positions: 1

Tenure- This position is offered initially for 1 year but extendable till the completion of the project. (2027-2028)

Project: Internal Police Reforms Project

Location- Indian Police Foundation HQ, New Delhi (C-8, 8758, Vasant Kunj

New Delhi - 110070) Although the position is in Delhi, the APC- Research/Senior Researcher is expected to travel to various (3 states) both for research as well as project implementation and monitoring.

 

 

Qualifications:

Essential:

  • Educational Qualification: M.A in Police Sciences/Criminology /Social Work/Public Safety/Law or any other related field. However, candidates with Ph.D. in relevant domains will be preferred.
  • Researcher/Consultant with experience of 3 years or more (in the domains of policing, criminology, citizen-centric policing, gender- and child-sensitive policing) in universities, other research institutes, NGOs, think tanks, or consulting firms. (Minimum experience may be relaxed in exceptional cases at the discretion of the Project Director).
  • Proficiency in data collection and data analysis (Qualitative & Quantitative) & Report Writing.
  • Strong coordination and leadership skills for engagement with senior police officers, trainers, research staff and other research institutions
  • High level of proficiency in computer skills.
  • Willingness and good health to undertake field visits (as and when required).
  • Good command over English and Hindi.
  • Attend the IPF office at Vasant Kunj, Delhi, on a regular basis.


Desirable:

  • Previous experience of working with Police organisations.
  • Familiarity with-
  • Criminal laws (major & minor)
  • Relevant Supreme Court judgments & NHRC directives
  • MHA and State Government circulars related to citizen centric policing.
  • Recommendations of various police commissions, including the National Police Commission (1979-81), related to citizen centric policing.
  • Publications of Research papers/articles in various journals/magazines /Newspapers.

Salary and other Service Conditions-

  • The selected candidate will have to give the undertaking in the form of the bond to serve for minimum period of one year.
  • Assistant Project Coordinator – (Research): ₹75,000 per month (including ₹5000 as transport allowance)
  • Senior Researcher -₹60,000 per month (including ₹5000 as transport allowance)
  • Economy-class airfare for visits to various States and UTs
  • Accommodation in police guest houses (or will be reimbursed as per IPF policy).
  • Other service conditions will be governed by IPF HR and other policies

 

 

 Selection Process:

Selection will be based on a written examination and an interview (if you clear the written exam) to be held on 12th & 13 August 2026 at IPF HQ New Delhi.

Job Description: Assistant Project Coordinator – (Research)/Senior Researcher


The role of the Assistant Project Coordinator – (Research)/Senior Researcher involves coordinating both the research and operational components of the Internal Police Reforms Project. Working closely with the Project Director (PD), Project Coordinator (PC), and State Supervisors, he/she will play a key role in project planning, research, implementation, coordination, monitoring, and documentation across three states (Punjab, Telangana & Tamil Nadu).


Roles and Responsibilities


1. Research and Data Analysis

  • Head the research team, provide guidance to Research Associates both in Headquarters & States, and monitor their work.
  • Guide Research Associates in data analysis for various stakeholders for both quantitative and qualitative data collected through three tools (structured questionnaires, FGDs, and in-depth interviews).
  • Coordinate with and visit the external agencies engaged for data analysis & report writing (Centre for Economic & Social Studies, Hyderabad & Centre for Good Governance, Hyderabad).
  • Guide and supervise Research Associates in desk research, including analysis of reports of the National Police Commission and other committees on police reforms.
  • Formulate reports to State DGP on Public Grievances in 3 states based on data analysis.


2. Formulation of Change Manual

  • Assist in the formulation of the Change Manual & its action plan for all 3 states based on the project focus areas:
  • Improving Complaint / FIR Registration and Police Response
  • Improving Citizen Services and Community Engagement
  • Prevention of Harassment by Police
  • Improving Police Conduct and Behaviour
  • Present the Change Manual to the respective state DGPs in 3 states.


3. Baseline and Endline Evaluation

  • Work on evaluation parameters, selection of police stations for evaluation, training of field enumerators, and ensure that the data required by the agency for conducting baseline and endline evaluations is provided in a timely manner.
  • Guide the formulation of data collection tools by evaluation agencies.
  • Support and monitor the execution of baseline and endline evaluations by an independent agency in selected police stations across Punjab, Telangana, and Tamil Nadu.
  • Review and scrutinize the reports prepared by the evaluation agencies.


4. Engagement with Experts

Assist the Project Director and Project Coordinator in engaging with experts for vetting and finalization of the following:

  • Finalization of research methodology
  • Evaluation parameters (baseline and endline evaluation)
  • Change Manual prepared for all 3 states
  • Baseline & endline reports prepared by evaluation agencies
  • Final project report (combined report for all 3 states)


5. Training

  • Assist in the preparation of state-specific training manuals & training materials.
  • Support and participate in the conduct of training programmes for police officers in all 3 states.


6. Project Implementation and Monitoring

  • Support monitoring of project implementation across 90 police stations in three states, including field visits to selected police stations on a quarterly basis.


7. Coordination

Ensure smooth communication, information exchange, and prompt follow-up with:

  • All state project monitoring units (State Supervisor & Research Associates in 3 states)
  • External agencies engaged in data analysis (CESS, Hyderabad & CGG, Hyderabad)
  • Evaluation agencies for baseline & endline evaluation in 3 states
  • Donor agency


8. Documentation and Reporting

  • Documentation of Best Practice Visit reports submitted by the Project Coordinator, State Supervisors & Assistant Project Coordinator – (Research)/Senior Researcher (himself).
  • Formulation of Reports to the Donor Agency as and when required.
  • Preparation of the Final Project Report, based on Public consultation meetings, Change Manual, baseline and endline evaluation reports from the respective states and monthly reports from respective State Supervisors.


9. Miscellaneous

  • Assistant Project Coordinator – (Research)/Senior Researcher will report to the Project Director and Project Coordinator.
  • In addition to the above job chart, the Project Director & Project Coordinator may assign any other project-related tasks from time to time.
