Senior Project Developer CQ

Reporting to the Senior Manager – Development Central Queensland, you will be accountable for the development of selected projects within Private Energy Partners’ (PEP) portfolio of energy and infrastructure projects in Central Queensland. Based in Brisbane, you will be responsible for the overall development of assigned projects through to Financial Close and transitioning into construction at which point the delivery team takes project ownership and the development team support. The role will represent PEP as a key project leader and the “face of the projects” in Central Queensland.

In addition, you will support the origination, assessment and early development of new opportunities in Central Queensland in accordance with Quinbrook Infrastructure Partners’ (Quinbrook) investment strategy. PEP is progressing a portfolio of projects in Central Queensland that include large-scale energy storage, generation, energy‑intensive infrastructure, industrial decarbonisation and associated enabling infrastructure. These projects are at varying stages of origination and development.

The role will lead assigned developments and commence development activities for new opportunities once endorsed by the Investment Committee (IC).

Key accountabilities

• Overall management of assigned Central Queensland developments, including energy generation and storage, data centre, industrial or enabling infrastructure opportunities, through to Financial Close and transition into construction.
• Support members of the technical team to develop project concepts and layouts throughout the development process, including the supply and management of relevant technical information, studies and reports.
• Support, with the Manager Stakeholder and Community, consultation with landowners, Traditional Owners, communities, government agencies and other key stakeholders, including negotiation of agreements, legal dealings and correspondence as required.
• Management of external consultants to undertake studies throughout the development process.
• Support stakeholder consultation with local, Queensland and Commonwealth government agencies, planning authorities, regulators, communities, landowners, Traditional Owners and other stakeholders.
• Support the preparation of environmental and planning approval documents, including development applications, environmental impact assessment documentation, Environment Protection and Biodiversity Conservation referrals and other statutory applications required for project development.
• Provide on-ground support across environmental approvals, stakeholder engagement, land access, site investigations and project interface activities.
• Work with members of the technical team to support electrical grid connection, utility supply, transport and other enabling infrastructure workstreams, as applicable to each project.
• Work together with members of the project financing team to support the financial close process.
• Provide continued support for projects during pre‑construction, construction and operation as required.
• Work effectively across multidisciplinary teams to understand project requirements and objectives and ensure team members are connected, and information is being shared and risks being managed.
• Responsible for:
  • Project management, direction, overall coordination and reporting, including budgeting, scheduling, risk identification, mitigation and execution strategies for assigned projects.
  • Supporting the preparation of investment approval requests to Quinbrook’s Investment Committee and reporting to Quinbrook investors.
  • Building and maintaining high‑performing relationships with all stakeholders and internal and external consultants.
  • Integration with Private Energy Partners’ delivery team to facilitate project handover and execution of construction activities.

Experience

• Essential – 5+ years’ experience in the development of large energy, infrastructure, mining, minerals processing or industrial projects, preferably within Queensland or Central Queensland.
• Essential – demonstrated experience leading significant stakeholder engagement programs across communities, Traditional Owners, landowners and government agencies.
• Preferred – experience in energy and infrastructure technology development, commercial contracting and project delivery.
• Preferred – experience in one or more of grid connection, major utility connections, transport infrastructure, planning and environmental approvals, or industrial project development.

Education

• Essential – degree in engineering, law, environmental science, planning, commerce, project management or another relevant discipline.
• Preferred – formal project management qualifications and/or relevant professional accreditation (for example CPEng or RPEQ).
• Current driver’s license.

• Well‑developed analytical, research and problem‑solving skills.
• Demonstrated ability to work in a diverse development team.
• Experience in Microsoft Office Suite.
• Experience in GIS and/or other graphical software is beneficial.
