THE ROLE

Reporting to the Director, Housing Portfolio, this is a key leadership role within the Information Technology Services (ITS) Branch. The Manager leads the Portfolio Management function โ€” a multidisciplinary team spanning portfolio coordination, scheduling and resourcing, finance, stakeholder relationships and portfolio support. The role is accountable for building, directing and continuously improving the frameworks, processes and capability through which the Housing ICT portfolio is planned, governed and assured.

As a large and complex portfolio, the Housing Portfolio supports the department's housing and homelessness functions. It spans the systems and digital services that underpin social housing management, tenancy and property services, and homelessness support โ€” technology relied on daily by frontline staff, community housing partners and some of Victoria's most vulnerable people. The portfolio comprises a substantial pipeline of investment across new initiatives, uplift of ageing systems and ongoing enhancement, delivered through a mix of internal capability, eHealth delivery services and external vendors.

With their team, the Manager operates the portfolio's single front door and intake, manages the pipeline, scheduling and resource capacity planning, serves as secretariat for governance forums, and provides portfolio reporting, financial management and risk oversight. The Manager develops a deep understanding of the business's strategic direction, priorities and emerging challenges, ensuring the portfolio pipeline aligns to and enables strategic outcomes. The role identifies opportunities for innovation, digital enablement and service improvement, working with business stakeholders to translate these opportunities into initiatives that deliver measurable value.

The Manager ensures work enters transparently, is prioritised and scheduled on sound evidence, and is governed and reported accurately.

The function also carries the portfolio's delivery assurance responsibility. With delivery currently provided through eHealth, the Manager sets and maintains the portfolio's delivery standards and engagement model, and ensures independent assurance over delivery health, vendor performance and value for money, and handover into support.

The Manager is accountable for the team's performance and development, coaching and empowering staff, fostering a collaborative culture, and ensuring the function is the consistent and trusted point of contact for business areas on portfolio status, process and escalation.

ACCOUNTABILITIES INCLUDE

  • Maintain broad, continuous relationships with business areas across the Housing portfolio as their consistent point of contact for portfolio status, process and escalation.
  • Lead portfolio-level communications, ensuring business areas understand the portfolio's processes, pipeline position and decisions affecting them.
  • Operate the portfolio's single front door, owning the intake and triage process for all ICT initiatives, requests and engagements across the Housing portfolio.
