About the role
Reporting to the Head of Proposals ANZ, the Estimation Manager is a senior leadership role within the Proposals team, responsible for leading the development of accurate, competitive, and commercially robust cost estimates for major water infrastructure opportunities across Australia and New Zealand.
As the owner of the complete pricing model, the Estimation Manager is accountable for managing the end-to-end estimating process across a diverse portfolio of tenders, including Design & Construct (D&C), Operations & Maintenance (O&M), Design-Build-Operate-Maintain (DBOM), and BOOT delivery models. Working at the centre of the bid team, the role coordinates cost inputs from engineering, operations, procurement, commercial, and project delivery functions to ensure all pricing assumptions are aligned, defensible, and reflective of project risks and opportunities.
The successful candidate will develop first-principles estimates supported by supplier and subcontractor quotations, historical project data, internal benchmarks, and global SUEZ expertise. The role requires strong commercial acumen, technical understanding, and stakeholder management skills to challenge assumptions, identify value engineering opportunities, and support the development of winning proposals.

About you
You are an experienced estimating professional with a qualification in Engineering, Quantity Surveying, Construction Management, or a related discipline, and bring at least 8β10 years of experience in cost estimation within the water, infrastructure, industrial, or utilities sectors.
You have successfully led end-to-end estimates for large, complex tenders, ideally valued at over $50 million, and are adept at managing multiple bids simultaneously within tight timeframes. You possess strong commercial acumen and expertise in developing first-principles estimates, cost models, and pricing strategies across D&C, DBOM, and O&M delivery models.
Advanced Excel skills and experience with estimating software are essential. Exposure to the Australian water sector, major utility procurement frameworks, and EPC/EPCM project delivery environments will be highly regarded.
Most importantly, you are a collaborative and influential stakeholder manager who can effectively bring together technical, commercial, operational, and procurement teams to deliver high-quality, competitive proposals.
