Business Analyst – Major WA Government Transformation Program

Are you an experienced Business Analyst who enjoys turning complex policy, legislative and operational requirements into practical digital solutions? BroadReach Consulting is looking for a confident BA to support a major WA State Government transformation program with long‑term delivery horizons and meaningful community impact.

This is a hands‑on role for someone who can engage senior stakeholders, facilitate structured workshops and work closely with technical teams to shape clear requirements for modern government services.

What you’ll be doing

  • Elicit, analyse and document business and functional requirements through workshops, interviews, surveys and stakeholder engagement.
  • Develop high‑quality Business Requirements Documents, functional specifications, user stories and acceptance criteria for Agile and hybrid delivery teams.
  • Translate legislation, policy requirements and statutory regulations into practical system rules, business processes and technical requirements.
  • Analyse current‑state and future‑state processes, identify improvement opportunities and develop process models using appropriate modelling techniques.
  • Support delivery planning, testing, validation and implementation by working closely with Product Owners, architects, developers, QA and UX/UI teams.

Your key responsibilities

  • Act as the bridge between business stakeholders and technical delivery teams, ensuring requirements are understood, prioritised and aligned to business outcomes.
  • Maintain traceability across requirements, development and testing to ensure all agreed business needs are covered.
  • Manage requirement changes, assess impacts on scope, schedule and delivery, and communicate changes clearly to stakeholders.
  • Support test planning, review test cases, advise on suitable test data and participate in user acceptance testing.
  • Provide status updates, risks, insights and recommendations to support informed project decision‑making.

What we’re looking for

  • 5–8+ years’ experience as a Business Analyst, ideally across large‑scale web, enterprise software or digital transformation programs.
  • Experience with DevOps and similar software would be valuable.
  • Custom Development system life cycle for Bespoke / Customer design
  • Demonstrated experience in WA State Government, public sector, policing, justice, regulatory or highly governed environments.
  • Strong capability in requirements elicitation, business analysis, process modelling, documentation, prioritisation and stakeholder engagement.
  • Experience interpreting policy, legislation or regulatory requirements and translating them into business processes and system requirements.
  • Excellent written and verbal communication skills, with the ability to influence stakeholders and produce clear documentation for both business and technical audiences.
