QHSE Manager – Energy Solutions


Location: Rio de Janeiro, Brazil (Hybrid – Office in the South Zone, with travel to operational bases and offshore locations as required)

About the Opportunity

Our client, a leading company in the energy sector, is seeking an experienced QHSE Manager to lead the development, implementation, and continuous improvement of Quality, Health, Safety, and Environmental (QHSE) systems across its operations in Brazil.

This position plays a critical role in supporting high-risk operational environments, including offshore platforms, FPSOs, marine operations, and onshore facilities. The successful candidate will ensure compliance with Brazilian regulations and international standards while promoting a strong safety culture and driving operational excellence.


This is a CLT position offered under a fixed-term employment contract, with an expected start date in July/August 2026 and a contract duration through December 2027.


Key Responsibilities

  • Develop, implement, and maintain QHSE policies, procedures, and management systems.
  • Align QHSE strategies with business and project objectives.
  • Promote a proactive safety culture and drive continuous improvement initiatives.
  • Ensure compliance with Brazilian regulatory standards, including NR-10, NR-13, NR-33, and NR-37.
  • Conduct risk assessments, including HAZID, HAZOP, and Job Safety Analysis (JSA).
  • Lead incident investigations, root cause analyses, and the implementation of corrective and preventive actions.
  • Ensure compliance with environmental regulations, including IBAMA requirements.
  • Support environmental licensing processes, environmental impact assessments, waste management, emissions monitoring, and pollution control initiatives.
  • Implement and maintain Quality Management Systems in accordance with ISO 9001 standards.
  • Coordinate internal and external audits, manage non-conformance reports (NCRs), and oversee corrective action plans.
  • Ensure compliance with ANP regulations, Brazilian labour legislation (CLT), and client-specific requirements.
  • Lead certification processes, including ISO 14001 and ISO 45001.
  • Develop and deliver QHSE training programs and ensure workforce competency and certification compliance.
  • Monitor and report QHSE KPIs, including TRIR, LTIF, and environmental performance metrics.
  • Prepare reports for management and clients, identifying trends and recommending improvement actions.


Requirements

  • Bachelor's degree in Engineering, Occupational Safety, Environmental Science, or a related field.
  • Postgraduate qualification in QHSE, Safety Management, or a related discipline is preferred.
  • Relevant experience in QHSE roles, preferably within the Oil & Gas industry.
  • Strong knowledge of Brazilian regulations, offshore safety standards, and environmental legislation.
  • Experience implementing and maintaining ISO 9001, ISO 14001, and ISO 45001 management systems.
  • Proven experience conducting audits, incident investigations, and risk assessments.
  • Previous experience supporting offshore operations, including FPSOs, drilling rigs, subsea, or marine environments.
  • Experience working with multinational Oil & Gas companies is highly desirable.
  • NEBOSH and/or ISO Lead Auditor certifications are considered an advantage.
  • Fluent Portuguese and English are required.
