Additionally, we received the Providence Journal Rhode Island Top Workplaces award and Culture Excellence Awards for Compensation & Benefits, Innovation, Leadership, Purpose & Values and Work-Life Flexibility Position Summary / Objective: KMS Solutions, LLC is seeking a highly motivated individual to serve as a Submarine Modernization Program Analyst for submarine modernization of Ohio Class Submarines, both Ballistic Missile Submarines (SSBN) and Guided Missile Submarines (SSGN). This role supports a Department of the Navy (DoN) program office to ensure submarine equipment is modernized, and to ensure the modernization is properly documented, planned, and installed. This role requires maintaining updated briefs and trackers to document and report status as well as working with many stakeholders.
This position supports the In-Service Strategic Submarines Program Office (PMS 396) which is part of Naval Sea Systems Command (NAVSEA), Program Executive Office Strategic Submarines (PEO SSBN), and Team Submarine. Provide Engineering and Technical support services for the oversight, analysis, evaluation, maintenance and review of submarine modernization management and planning documentation.
Updates submarine modernization and installation planning documents. Coordinates with stakeholders, both internal and external to the client organization, to gain updated information. Tracks project milestones and updates tracking documents and spreadsheets.
Works with numerous submarine systems including Hull, Mechanical, and Electrical (HM&E), Non-Propulsion Electronics Systems (NPES), Submarine Warfare Federated Tactical System (SWFTS), and Command, Control, Communications, Computers, and Intelligence (C4I). Coordinate the review of Ship Alteration (SHIPALT) documentation with the TYCOMs, Planning Yards, SUPSHIPs, NAVSEA technical codes and field activities. Assist in comment resolution.
Maintain modernization documentation including Justification Cost Forms (JCFs), Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), and Government Furnished Information (GFI) requests in the appropriate data information systems. Provide In-Service Program Manager weekly metrics and status of all Modernization documentation with NAVSEA for review and approval to support Program Manager and other related reviews. At the direction PM, issue all Modernization documentation for initial NAVSEA technical review and comment.
Coordinate the review and assist with resolution of comments between reviews of all Modernization documentation sponsors through approval. Required education and experience: 10+ year working in a related position. 5+ years working with the Department of Defense (DoD). Bachelor’s or Advanced Degree in a business or technical field.
Preferred education and experience: Experience working with modernization of U.S. Navy ships and equipment is highly desired. Experience with numerous submarine systems including Hull, Mechanical, and Electrical (HM&E), Non-Propulsion Electronics Systems (NPES), Submarine Warfare Federated Tactical System (SWFTS), and Command, Control, Communications, Computers, and Intelligence (C4I).
Experience reviewing technical documents. Experience writing documents in accordance with the Naval Correspondence Manual. Familiarity with key stakeholders including Naval Sea Systems Command (NAVSEA), Planning Yards (PYs), Supervisor of Shipbuilding (SUPSHIP), Submarine Type Commanders (TYCOMs).
Familiarity with modernization documents including Ship Alteration Records (SARs), Alteration and Improvements (A&Is), Ship Installation Drawings (SIDs), Liaison Action Records (LARs), Justification Cost Forms (JCFs), and Government Furnished Information (GFI) requests in the appropriate data information systems. Competencies: Proficiency in Microsoft Office, specifically PowerPoint, Word, Excel, and Outlook. Great verbal and written communication skills.
Ability to work independently. Understanding project management fundamentals to include critical path items, risk management, and long lead time items. Additional eligibility requirements Work authorization/security clearance requirements: Active Secret clearance is required.

Position is not initially a supervisory position. Work Environment: This job operates in a professional office environment in an Open Secret Storage facility in building OT-1 on the Old Town Campus 4301 Pacific HWY, San Diego, CA 92110. This role routinely uses standard office equipment such as computers, phones, and photocopiers.

While performing the duties of this job, the employee is regularly required to talk or hear. Excellent listening skills are essential.
The employee frequently is required to stand, walk, use hands to finger, handle or feel, and reach with hands and arms and have a lifting capacity of a minimum of 20 lbs. Position Type/Expected Hours of Work: The typical workday is eight hours in length, normal hours are 7:30 AM-3:30PM. Some flexibility in hours is allowed, with concurrence from the supervisor.
Alternative Work Schedule is authorized working 9 hour days with every other Friday off, on Fridays are 8 hour days. The employee must be available during the “core” work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status. Telework: Telework is not allowed for this position.
However, that may change based on customer requirements.
