Job Description

Our client is seeking a Senior Quality Assurance Manager – Construction to provide on-site oversight of contractors, ensure compliance with project specifications, and uphold rigorous quality and safety standards across construction and maintenance activities. This role supports large, complex industrial facilities and requires strong field presence, technical expertise, and leadership in QA/QC and HSSE practices. Ensure work aligns with project specifications, contractual requirements, and safety standards. Serve as the primary point of contact between contractors and project leadership.

Quality Assurance & Quality Control Support proactive quality planning and risk prevention strategies. Document deficiencies and track corrective actions through resolution. Participate in audits, quality walkdowns, and continuous improvement initiatives.

Conduct daily QA/QC field inspections to verify compliance with approved drawings, specifications, and quality procedures. Review and validate contractor submittals, test results, and qualification documents (licenses, certifications, training) HSSE (Health, Safety, Security & Environmental) Leadership Promote a strong safety culture across all field activities. Review Job Risk Assessments (JRAs) and Contractor Self-Audit Plans.

Perform routine site safety inspections and participate in toolbox talks and incident reviews. Permit-to-Work & High-Risk Activity Oversight Verify all prerequisite safety controls are in place before work begins. Issue and manage permits for hot work, confined space entry, energy isolation/LOTO, working at heights, lifting/rigging, and other high-risk operations.

Operational Coordination & SIMOPS Participate in SIMOPS (Simultaneous Operations) planning to minimize operational risk in occupied facilities. Support demobilization planning, sequencing, and safe handover of work areas. Coordinate with Facilities Management to avoid disruptions to building operations.

Stakeholder Communication Communicate schedule impacts, access needs, and risk mitigation strategies proactively. Report directly to the Project Manager and maintain clear communication between field operations and leadership. Qualifications (Must-Haves) Construction Oversight Expertise: Proven experience supervising contractors in industrial or energy-sector environments.

QA/QC Proficiency: Hands-on field inspection experience, submittal review, test result validation, and corrective action management. HSSE Leadership: Strong understanding of safety principles and experience conducting inspections and safety engagements. Permit-to-Work Competency: Direct experience issuing and managing permits for high-risk activities.

Risk Management: Experience with SIMOPS, hazard identification, and operational risk mitigation. Communication & Coordination: Ability to liaise effectively with contractors, project managers, and facilities teams. Technical Knowledge: Familiarity with construction standards, regulatory compliance, and contractor qualification requirements.

Bachelor's degree in construction management, engineering, or related field or equivalent experience . 5+ years of functional experience in construction QA/QC, contractor oversight, or industrial field operations. 5+ years of supervisory or leadership experience (contractor supervision, QA/QC leadership, or similar) 3-5 years of experience in energy, petrochemical, industrial, or large-scale facilities construction strongly preferred.
