MWH Constructors , a global leader in heavy civil construction of water and wastewater facilities, is currently seeking a Procurement Manager to support project work in Winnipeg, Canada.
The ideal candidate will have hands‑on experience leading, administering, and coordinating project purchasing activities including services, materials, and equipment within a heavy civil construction environment. Essential Functions Lead, manage, and advance major equipment and material purchase orders to achieve on‑time delivery in alignment with corporate procurement policy, project specifications, and schedule. Serve as the primary liaison between corporate procurement, on‑site construction teams, suppliers, and subcontractors to ensure procured services and/or material deliveries are on time and within budget.
Establish, develop, and maintain strategic relationships with equipment and material providers and subcontractors. Provide leadership oversight for regular, timely, effective, and efficient reporting of vendor documentation submittals. Oversee production schedules and progress, anticipate potential delays, and collaborate with vendors and project teams to proactively resolve issues and areas of concern.
Ensure maintenance of appropriate records including supplier correspondence, documentation, purchase orders, and other auditable documents. Direct the preparation of bidder lists, qualification of bidders, preparation of requests for quotation, and oversight of bid evaluations. Approve source selections and, in coordination with Contracts and Risk teams, lead purchase order negotiations and the preparation and issuance of purchase orders.
Ensure necessary reviews and approvals of bidder exceptions, bid evaluations, recommendations, purchase orders, and change orders prior to execution. Champion the effective use of established policies, procedures, systems, and tools to drive maximum contribution and efficiency. Evaluate complex purchase order‑related issues, determine appropriate remedial actions, and implement solutions through available resources.
Oversee administration of purchase orders, including change order processing, ensuring compliance with contractual terms and applicable regulations, invoice processing and verification, and performance evaluation, ensuring supplier compliance in a cost‑effective, timely, and responsive manner. Provide mentorship and guidance to procurement team members as applicable. Qualifications 10+ years' experience in purchasing, material expediting and a solid understanding of purchasing techniques, procedures and policies in the water/wastewater construction industry. 4 years of management experience.
Certified Purchasing Professional (CCP). Demonstrated leadership and team coordination experience. Excellent communication, interpersonal, and negotiation skills.
Strong organizational skills and attention to detail required. Committed and experienced team leader and collaborator. Proficient with Microsoft business suite of software, especially Excel.
Equivalent combination of related experience and technical training may be substituted. Preferred Qualifications Four-year college degree in business with a focus on procurement/transportation/logistics or similar discipline. Purchasing and expediting experience of water equipment used in the water/wastewater construction industry preferred.
Technical knowledge of major equipment and materials associated with water and wastewater or large industrial project construction preferred. Experience establishing and managing strategic supplier relationships within the water/wastewater industry preferred. Knowledge of procurement/vendor inspection techniques and requirements, inter-modal transportation, logistics, accounting, financial management, and business contract law a plus.
