JOB SUMMARY We are seeking an experienced and highly motivated Lead Business Systems Analyst (LBSA) contractor to support our Client in the implementation and experience of a critical technology initiative for the Information Technology Services (ITS) Project Management Office (PMO). This opening is to support the Human Resources Department to facilitate the enhancement and expansion of the City’s Learning Management System (LMS). This opening is for an estimated one-year period with the possibility of extension.
This position reports to the Information Technology Services Department Portfolio Management Office but may provide business analysis services to any of the City’s 40+ departments. This position will also contribute to and uphold the City’s Project Management Standards of Excellence. Location : Mostly Remote, but the candidate must be within commuting distance of downtown Phoenix for occasional onsite/local onsite visits as required.
Hours : 8am – 5pm AZ, Monday – Friday (except City holidays) PROFESSIONAL COMPETENCIES The LBSA's primary role is to assist the PMO with business analyst activities, which include defining business requirements, serving as a Scrum Master, and supporting a project team. All project initiatives managed under the PMO are high-complexity and highly visible to the City. Therefore, the individual selected for this position must have excellent communication, active listening, and high customer service skills to manage multiple stakeholders.
The desired candidate will have strong skills in gathering business and technical requirements, mapping business processes, data, and system workflows, facilitating gap analyses, and contributing to other written business deliverables to increase business value and the quality of services and solutions while bridging the communication gap between the business and technical staff. The LBSA will work independently, proactively communicate and collaborate with external and internal customers, and must be able to juggle multiple initiatives simultaneously. Additionally, attention to detail, business writing, and organization skills are a must.
This position will primarily work with the City\'s Learning Management System, expanding the current capabilities and driving process improvements. Experience with Cornerstone OnDemand is required. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES 5 years of experience as a lead business systems analyst creating business cases, business and technical process mapping, and requirements gathering. 3 years of experience as an administrator with Cornerstone OnDemand, including advanced reporting (calculated fields, custom fields, complex dashboards), feed management, deep system configuration, and security roles. 3 years of experience working on Agile Projects Bachelor’s degree in business administration, management, information technology , or related field.
Strong analytical and business skills required, including a thorough understanding of how to interpret customer business needs and translate them into an application and operational requirements. Prior experience conducting user acceptance testing, providing training support, and contributing to the creation of business deliverables. Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including executives, managers, and subject matter experts.
Exceptional attention to detail; documents must be professional and ready for executive review. Advanced proficiency with MS Word, OneNote, Excel, PowerPoint, Microsoft Project/Planner, and Visio. PREFERRED EXPERIENCE AND TRAINING Experience working with a large-scale enterprise, highly regulated government agency, including sworn and unsworn employees.
Certified Business Analysis Professional (CBAP) designation from the International Institute of Business Analysis (IIBA). Other certifications and skills such as Lean, Kaizen, Scrum / Agile Project management methodologies, ITIL v3 Foundation Training, and/or Certification. Experience working with Business Intelligence (BI) tools.
Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs. #J-18808-Ljbffr
