Key Responsibilities

  • To ensure the overall efficiency of the Recruitment Division and be responsible for the effective management of the day to day running of the service
  • Ensure that the focus of Recruitment resources are clearly aligned to agreed key performance indicators which meets the needs of the service.
  • Ensure that best practice audit processes and standards are in place in relation to the management and use of the HR / Payroll Management information system by staff within the Division, e.g. approved processes in relation to the authorisation and approval of system changes.
  • Work closely with members of the team in relation to systems and processes to ensure the highest standard of data integrity within the HR / Payroll Management Information system.
  • Work closely with the Pensions Manager in relation to the effective administration of the Hospitals pension schemes.
  • Coordinate the workload of the team, planning, organising and prioritising, ensuring quality is consistent and deadlines are met.
  • Responsible for the motivation, supervision and performance management of HR staff assigned to the recruitment function.
  • Identifying personal development opportunities required for the team on an on-going basis.
  • Work closely with other members of the HR Directorate in the overall development of the function.
  • Represent the Division in relevant in-house and external fora as required.
  • As part of the HR team contribute where required to strategic and operational HR projects and initiatives.
  • Assist where appropriate in the management of ongoing change in line with the hospital’s corporate strategy and HR strategy.
  • Keep abreast of changes in employment legislation and current HR issues together with actively enhancing your professional development. Work closely with other members of the HR Directorate in the overall development of the function.
  • Assist in the development, implementation and maintenance of appropriate systems to facilitate effective HR planning and decision-making.
  • Work in close cooperation with the HR team in collating, analysing and interpreting HR performance management data, (e.g. staffing numbers, turnover, staffing profiles etc.), as required to assist Directorates / Departments in achieving their service objectives, corporate milestones and supporting managerial decision making.
  • Ensure that processes are in place in relation to the planning and organisation of recruitment and selection campaigns. Manage the process of defining requirements, attracting candidates and identifying appropriate selection methods.
  • Ensure that interview panel members involved in recruitment are fully conversant with hospital policies, procedures and relevant legislation, while also having received the appropriate training.
  • Monitor resource trends within assigned Directorates / Departments, advising on recruitment and retention practice and encouraging the effective utilisation of staffing resources through the proactive use of workforce information.
  • Work closely with the relevant HR Business Partner(s) to ensure that the Division meets the requirements and standards of various organisational quality standards, e.g. JCI, HIQA.
  • Under the general direction of the Deputy Director of HR (or nominee), act as the local lead HR contact working in partnership with the directorate /department management team, contributing to the achievement of service and corporate objectives.
  • Participate fully in the development and implementation of the HR MIS.
  • Assist in the design and implementation of enhanced internal and external communication and participation arrangements and processes maximising the use of Management Information
  • Take responsibility for ensuring the accuracy of information systems in the HR Directorate using effective audit trails
  • Work closely with the HR Systems Manager in relation to management reporting for Directorates and Departments.
