Job DescriptionFinance Operations Manager required for public sector organisation in Co. Galway. Hybrid.

Key Responsibilities: Leadership & Team Management Lead, mentor and develop the Finance Services team, fostering a culture of high performance, continuous improvement and professional growth. Oversee all operational finance functions, including payroll, accounts payable & receivable, expenses and group home accounting. Manage team performance through effective delegation, supervision, regular 1-to-1s, and appraisals.

Strategic Financial Business Partnering Act as a strategic financial advisor to budget holders and service managers, providing clarity on financial performance, budgeting, and procurement. Promote financial literacy and best practice across the organisation to empower decision-making. Financial Control, Compliance & Risk Ensure robust financial controls and full compliance with statutory regulations, and internal policies.

Manage, supervise, implement, maintain and enhance financial systems and ICT tools to improve efficiency and reporting capabilities. Monitor legislative changes and ensure the organisation's financial practices remain compliant and ahead of requirements. Financial Reporting, Planning & Analysis Oversee the preparation of timely and accurate monthly/quarterly management accounts and reports.

Lead the annual budgeting and reforecasting processes for both payroll and non-pay expenditure. Oversee and manage the costing of services across service areas. Oversee and manage the funding allocated/received from their funders.

Coordinate the year-end process, including the preparation of annual financial statements and liaison with external auditors. Manage the fixed asset register and provide financial oversight for grant management and fundraising activities. Payroll, Procurement, Banking & Budget Preparation Ensure accurate and timely payroll processing for all employees.

Oversee payment systems, ensuring compliance with internal controls and statutory obligations. Administer banking operations and procurement systems to support efficient service delivery. Supervise and/or maintain comprehensive financial records, including documentation for grants and funding streams.

Develop and manage the payroll function across service areas. Develop and manage pay, non-pay & income budgets across service areas. Provide expert advice on cost implications and monitor budget performance.

Management Accounts & Annual Financial Statements Prepare and present monthly and quarterly management accounts to senior stakeholders. Liaise with budget holders to ensure financial clarity and accountability across departments. Supervise and/or maintain and update asset registers, ensuring compliance with financial and regulatory standards.

Coordinate the preparation of audit-ready financial statements in line with statutory and funding requirements. Lead engagement with external auditors and ensure timely submission of documentation. Ensure all financial reporting meets the standards set by regulatory bodies and funders.

Additional Responsibilities Act as treasurer or accountant for affiliated or associated bodies as required. Assist with the preparation of grant applications, support fundraising initiatives and loan funding applications. Participate in investigations and represent the Finance function in cross-functional working groups.

Attend meetings when required with our funders, management, policies committees, staff groups, People Supported groups and National groups. Requirements: Professional accounting qualification (e.g., ACA, ACCA, CIMA or equivalent) with a minimum of 5 years' post-qualification experience (PQE) is an essential requirement of the role. Proven experience (3 + years) in a senior finance role as a competent experienced people manager able to lead and motivate a team is an essential requirement of the role.

Extensive experience in financial management, reporting, budgeting, and internal controls. Strong technical accounting skills and a deep understanding of financial compliance and risk management. Strong people leadership skills with a creative collaborative mindset with the ability to grasp issues quickly and work on the right things at the right time.

Strong understanding of financial operations in a health or social care setting or working within intellectual disability or similar care services a distinct advantage. Business Acumen: A strategic thinker with strong business partnering skills and a solutions-oriented mindset. Integrity: Unimpeachable professional integrity and a commitment to the values and mission of organisation.

Strong communication and interpersonal skills, with excellent written & spoken English. High attention to detail and ability to manage competing priorities. Strategic thinker with a hands-on approach to problem-solving.
