About the Project

The Alexandra Bridge Replacement Project is one of Canada's most significant infrastructure initiatives, replacing the existing Alexandra Bridge that has connected Ottawa, Ontario, and Gatineau, Quebec for more than 120 years. As a vital interprovincial transportation corridor within the National Capital Region, the bridge serves thousands of pedestrians, cyclists, motorists, and transit users while forming an integral part of Confederation Boulevard. Having reached the end of its service life, the existing bridge will be replaced with a modern, resilient crossing designed to meet the region's long-term transportation needs.

About the job

Reporting to the AFC Manager with a dotted-line reporting relationship to the Project Director, the Cost Control Manager will lead the project’s cost-control activities for the Alexandra Bridge project. The role is responsible for maintaining accurate cost data, monitoring commitments and actual costs, preparing forecasts and cost reports and identifying cost risks, variances and opportunities. Working closely with project controls, procurement, commercial, construction and finance teams, the Cost Control Manager will help ensure the project budget, forecast and estimate at completion remain accurate, transparent and aligned with project objectives.

What you'll be doing

• Lead the development, implementation and continuous improvement of project cost-control processes, procedures and reporting standards.
• Maintain the project cost-control structure, including cost codes, work breakdown structures, control accounts and reporting hierarchies.
• Prepare monthly and periodic cost reports covering budget, commitments, actual costs, accruals, forecasts, cash flow and estimate at completion.
• Analyze cost variances, trends and performance against approved budgets and forecasts and clearly communicate key findings to project leadership.
• Manage the collection, validation and timely input of actual cost, commitment and payment data into project cost-management systems.
• Track commitments arising from procurement contracts, purchase orders, subcontract agreements, change notices, contract amendments, invoices and other commercial documents.
• Prepare and maintain forecasts for assigned project packages, including cost-to-complete assessments and integration of approved trends into the estimate at completion.
• Work with package managers, procurement, commercial and construction teams to confirm the accuracy of forecasts, cost allocations, accruals and anticipated risks.
• Support the preparation and maintenance of the project’s approved budget and baseline cost reports by package and control account.
• Participate in project risk and opportunity reviews and quantify potential cost impacts, contingencies and mitigation measures.
• Develop, maintain and monitor cost-performance metrics and dashboards to identify trends, emerging issues and opportunities for improved cost efficiency.
• Review cost data for errors, inconsistencies or missing information and take appropriate action to improve data quality and reporting accuracy.
• Support change-management processes by assessing the cost impact of proposed changes, trends, claims, variations and scope adjustments.
• Ensure that cost-control practices comply with company procedures, contractual requirements, project governance and applicable financial controls.
• Collaborate with the AFC Manager, Project Director and other project stakeholders to provide timely financial insight and support informed project decisions.

What are we looking for

• Bachelor’s degree in engineering, finance, accounting, construction management or a related discipline, or an equivalent combination of education and relevant project experience.
• A minimum of 10 years of cost-control, project-controls, cost-engineering or financial-control experience on multidisciplinary construction or infrastructure projects.
• Demonstrated experience managing budgets, commitments, actual costs, forecasts, accruals and estimate-at-completion reporting for major projects.
• Experience working on bridge, transportation, transit, heavy civil or other complex infrastructure projects is strongly preferred.
• Strong knowledge of cost-control principles, budgeting, forecasting, cost coding, variance analysis and project financial reporting.
• Experience working with procurement contracts, subcontract commitments, change notices, purchase orders, invoices and commercial documentation.
• Advanced Microsoft Excel skills, including data analysis, reporting, reconciliation and dashboard development.
• Experience using project cost-management and ERP systems such as SAP, Oracle, EcoSys, Prism, Aconex or comparable platforms.
• Strong analytical, problem-solving and communication skills with the ability to present complex cost information clearly to technical and non-technical stakeholders.
• High attention to detail, strong organizational skills and the ability to manage multiple reporting deadlines in a fast-paced project environment.

• Expected Base Salary: $190,000 - $220,000 per year. The actual base salary will depend on several factors including experience, qualifications, internal equity, work location and market expectations.
