DEFINITION Under general supervision, performs specialized tasks for the Water Utility and the Water Utility's consumers; monitors and maintains cross connection, backflow device testing, review of consumer backflow test data, hydraulic fire flow tests, and system construction inspections; prepares and maintains records and reports for plumbing inspections, repairs and maintenance and general warehouse accounting; performs related duties as required. Essential Functions CLASS CHARACTERISTICS The Water Distribution Services Specialist is journey-level classification assigned to the Water Distribution division within the City of Azusa.
The incumbent performs specialized, complex, activities in repair and maintenance of hydraulics, gauges, valves, plumbing installations, cross connections, and backflow characterizations. The Water Distribution Services Specialist is additionally tasked with preparing and maintaining a variety of records and documents relating to inventory control, inspection reports and purchased materials. SUPERVISION EXCERCISED Receives supervision from the Water Distribution Superintendent; exercises no supervision.
ESSENTIAL FUNCTIONS Plans, implements and administers a cross connection control and back flow prevention program. Administers and monitors hydraulic fire flow inspection and testing program. Oversees and organizes warehouse water equipment and appurtenances inventory for the water utility.
Prepares and maintains records and logs of test device calibration; monitors and maintains water utility special operations equipment and gauges. Assists in providing work direction to division employees performing tasks related to this position; trains employees in the proper and safe use of equipment, testing tools, and facilities. Responds to emergencies; performs a regularly scheduled standby shift as assigned.
Performs related duties as required. Qualification Guidelines QUALIFICATIONS Education and/or Experience Education : HS/GED with course work in applied mechanics, or equivalent. Experience : Three (3) years on cross connection control or back flow prevention work in the water technology field, to include implementation of a cross connection control program, and hydraulic monitoring program and/or a warehouse support service program.
Licenses or Certification Possession of, or to obtain during the probationary period, and ability to maintain a valid Class B California Driver's License with Air Brakes and Tankers Endorsements and a satisfactory driving record. State Water Resources Control Board Water Distribution Operator Grade D3 certificate. AWWA or University of Southern California (USC) Cross Connection Control Program Specialist certification.
L.A. County Public Health Licensed Backflow Tester Certificate. State Water Resources Control Board Water Treatment Operator Grade T2 Certificate is desirable.
Knowledge, Skills, and Abilities Knowledge Maintenance and repair of systems, plumbing, and a variety of gauges used in the detection of back flow conditions in the operation of a water distribution system. Procedures, methods and use of diagnostic equipment. General special services practice.
Ability Accurately read gauges, charts and testing equipment. Maintain a variety of specialized water utility service programs for the utility consumers. Maintain records.
Inspect, operate, diagnose problems, and perform preventative maintenance on special water utility devices and equipment. Identify unsafe working conditions, correct defects and document prevention Recognize hazardous material conditions. Read, understand and interpret maps, blueprints and schematics.
Calibrate special equipment. Follow oral and written directions. Communicate effectively with a variety of personnel and establish/maintain effective working relationships.
Work independently and safely. Understand, explain and apply policies and procedures. Special Requirements/Physical, Mental, Environmental Conditions MARGINAL FUNCTIONS These are position functions which may be changed, deleted, or reassigned to accommodate an individual with a disability.
Environmental Conditions Work is performed in an office setting and in the field. Incumbents may be required to work extended hours including evenings and weekends from time-to-time. Performs a regularly scheduled standby shift as assigned.
Physical Conditions Stand or sit for prolonged periods of time. Occasionally stoop, bend, kneel, crouch, reach, and twist. Lift, carry, push, and/or pull light to moderate amounts of weight.
