Role Overview

We are seeking an experienced Business Analyst to provide a comprehensive range of I&IT business analysis services for clients with diverse business and technology needs. The successful candidate will assess business challenges and opportunities, gather and analyze complex requirements, and support the delivery of technology solutions that align with organizational goals. This role involves advising on business analysis best practices, conducting requirement assessments, facilitating stakeholder engagement, preparing business cases, and supporting projects through various delivery methodologies including Agile, Iterative, and Waterfall.

Key Responsibilities

  • Lead and conduct business analysis activities to assess business problems and opportunities and document requirements for technology solution development.
  • Apply business process re‑engineering concepts to improve service delivery through cost‑effective approaches.
  • Conduct business analysis throughout all project phases while aligning with established project management, enterprise architecture, and systems development methodologies.
  • Develop strategies, business cases, cost‑benefit analyses, and feasibility studies for I&IT initiatives.
  • Facilitate requirements gathering through workshops, interviews, JAD sessions, and stakeholder consultations.
  • Conduct business modeling, use case modeling, process mapping, process and data flow modeling, business rules definition, and non‑functional requirements analysis.
  • Create traceability matrices and performance measures to support business analysis activities and project success.
  • Monitor project progress, resolve issues, and provide status reporting to management and stakeholders.
  • Develop documentation including reports, presentations, briefing materials, and recommendations.
  • Collaborate with business stakeholders and subject matter experts to gather, document, and validate business requirements.
  • Support business analysis governance by promoting standards, policies, processes, and best practices.
  • Facilitate discussions with stakeholders and project teams throughout the project lifecycle.
  • Manage changing requirements and support stakeholder alignment throughout project delivery.

Qualifications & Experience

Required Skills & Experience

  • Extensive experience delivering I&IT business analysis services.
  • Strong experience gathering, documenting, analyzing, and validating business requirements.
  • Experienced in developing strategies, business cases, feasibility studies, and cost‑benefit analyses.
  • Strong knowledge of business process modeling, use case modeling, conceptual and logical data modeling, and process mapping.
  • Experienced in developing requirements documentation and stakeholder engagement materials.
  • Knowledge of systems development lifecycles and software delivery methodologies.
  • Experience using Computer Aided Software Engineering (CASE) tools.
  • Strong understanding of business analysis methodologies and best practices.
  • Experience working with Agile, Iterative, and Waterfall project methodologies.
  • Ability to translate business and data requirements into technical specifications.
  • Awareness of emerging I&IT trends and technologies.
  • Knowledge of Accessibility for Ontarians with Disabilities Act (AODA) standards and related regulations.
  • Excellent communication, consultation, facilitation, negotiation, and stakeholder management skills.
  • Demonstrated ability to manage competing priorities and work effectively with diverse stakeholders.

Nice to Have

  • Experience with property tax, property assessment, municipal taxation, or tax analysis systems.
  • Experience with Ontario's Online Property Tax Analysis (OPTA) application.
  • Knowledge of Information Management principles, practices, and policies.
  • Experience with structured, object‑oriented, and Agile methodologies.
  • Knowledge of quality assurance, risk management, testing, disaster recovery, business continuity, database concepts, systems integration, and user interface design principles.
