Role Overview

Senior Manager – Digital Excellence in Health (DxH) – Ontario Health. This strategic leadership role oversees the organization’s digital data and analytics infrastructure, tooling, and supporting processes, including the Analytics Data Hub (ADH) and Enterprise Data Warehouse (EDW). The Senior Manager collaborates with leadership across DxH and the broader Ontario Health organization to re‑imagine digital and virtual assets, cultivate a citizen‑centred, digital‑first mindset, and deliver value to patients, customers, and internal program partners.

Responsibilities

  • Lead the development and implementation of the data and analytics strategic roadmap, ensuring alignment with Ontario Health priorities and business‑unit needs.
  • Maintain a scalable, secure, and highly available data‑lake architecture, supporting enterprise analytics and guiding the evaluation, design, and implementation of future data‑lake solutions.
  • Optimize cloud infrastructure (AWS, Azure, GCP) and storage configurations for performance, cost‑efficiency, and compliance.
  • Manage the selection, deployment, and lifecycle of data‑engineering tools and platforms, including ETL/ELT pipelines, orchestration tools, data catalogs, and monitoring tools.
  • Drive automation and operational excellence through CI/CD for data pipelines.
  • Oversee integration of internal and third‑party data sources into the data lake, and partner with data governance and security teams to enforce privacy, access controls, and regulatory compliance.
  • Support implementation of metadata management, lineage tracking, and data classification frameworks.
  • Bridge strategy to execution by road‑mapping, establishing processes, models, and metrics that enable collaboration with key partners.
  • Provide subject‑matter expertise on digital and technological solutions, and facilitate the development of product strategies and roadmaps in collaboration with program partners and DxH colleagues.
  • Model and drive strategic change, leading cross‑functional ideation, innovation, and problem‑solving initiatives.
  • Anticipate and remediate project bottlenecks, ensuring smooth operation of the team.
  • Direct, train, mentor, and coach team members, fostering engagement, high performance, and a culture of inclusion.
  • Recruit, set performance outcomes, manage career development, and conduct performance management in partnership with Human Resources.
  • Build and maintain trusted relationships with cross‑functional areas, external vendors, and government agencies.

Qualifications

  • Bachelor’s or Master’s degree in Business, Health‑related fields, Engineering, Computer Science, or related discipline, or equivalent experience.
  • 10+ years of experience in a relevant functional area (Software Engineering, Quality Assurance, Security, etc.).
  • Minimum of 5 years in a Digital/IT leadership role, with proven experience leading people, programs, and projects.
  • Hands‑on experience with data‑lake platforms (Azure Synapse, Databricks, Amazon S3/Lake Formation, Google BigLake, etc.) and ETL/ELT tools (Informatica, Azure Data Factory, etc.).
  • Strong understanding of data‑pipeline orchestration, cloud‑native architectures, and SDLC practices.
  • Experience managing and implementing complex, broad‑based IT systems in a healthcare context.
  • Knowledge of user‑centric design, innovation, and agile delivery practices (Agile Mastery).
  • Demonstrated ability to manage simultaneous projects from initiation to completion.
  • Effective communication skills, both oral and written, with the ability to present to large technical and non‑technical audiences.
  • Strong leadership, motivation, and team‑building abilities, with a record of fostering inclusion and high performance.
