Job Description:
Purpose Of Position: The Senior Manager/Manager - Resource Development will successfully position World Vision Bangladesh (WVB) programmes with donors and World Vision Support Offices through strong and effective donor engagement, ensuring that WVB is recognized in the development scope as a reliable and effective partner. The position will pursue grant-funded opportunities through proposal development to support WVB's Strategic Plan, while ensuring adherence to donor rules and regulations. The incumbent must be comfortable representing WVB externally and internationally in donor and partner meetings, as well as sector forums.
World Vision Bangladesh manages a grant portfolio of over USD 50 million, with a significant volume of new opportunities actively progressing through the current pipeline. There is considerable potential for further growth, requiring proactive and coordinated capture planning and management in close partnership with key World Vision Support Offices and regional partners globally. As a key leader within the Extended Senior Leadership Team (ESLT), the Senior Manager/Manager-Resource development provides strategic leadership in capture planning, bid management, donor research and analytics, pipeline oversight, and the execution of World Vision Bangladesh's grant acquisition strategy.
The role also supports resource diversification, donor relationship strengthening, and the enhancement of resource acquisition capabilities. Furthermore, the Senior Manager/Manager-Resource Development will lead and strengthen the capacity of resource development staff and foster strategic collaboration among Program Quality and Technical teams, Finance (particularly in cost proposal development), Operations, and the Refugee Response Programme (Cox's Bazar) development team. The Senior Manager/Manager-Resource Development is expected to clearly communicate World Vision's Christian ethos and demonstrate a strong spiritual life and leadership behaviors that serves as a model for others.
Key Responsibilities:
- Resource Acquisition: Capture plan development and management, bid management, donor engagement
- Work closely with Technical Leads and cross-functional teams to identify, pursue, and secure resource mobilization opportunities aligned with World Vision Bangladesh (WVB) strategic objectives, ensuring the development of high-quality grant proposals that comply with donor requirements, rules, procedures, and regulations.
- Develop, manage, and oversee Shipley-aligned capture plans with a two-year planning horizon, ensuring coordinated engagement of Support Offices, Technical Teams, Finance, Operations, P&C, National Office Leadership, and the Cox's Bazar Refugee Response team to effectively position WVB for priority funding opportunities, particularly with major U.S. donors, FCDO, and other bilateral and multilateral donors.
- Lead end-to-end bid management processes for priority funding opportunities, including go/no-go decision-making, development of Bid Action Plans, compliance management, donor communications, color team reviews, and coordination of technical and financial proposal development to ensure the submission of highly competitive, compliant, and cost-effective proposals that maximize cost recovery for Bangladesh National Office (WVB).
- Coordinate the development and timely submission of donor questions, feedback, and clarifications for RFAs, NOFOs, RFIs, and other funding opportunities in collaboration with Support Offices and the Senior Management Team (SMT).
- Identify, assess, and cultivate strategic relationships with NGOs, donors, government entities, private sector organizations, and other local partners, advising the Response Director and WVB leadership on opportunities that strengthen organizational positioning and resource acquisition efforts.
- Represent WVB in strategic donor meetings, engagement forums, and pre-positioning initiatives and, in collaboration with WVB leadership, strengthen relationships with government, bilateral, multilateral, private sector, and Support Office stakeholders to enhance World Vision's visibility, influence, and access to funding opportunities.
- Provide guidance and capacity support to project managers and project staff to strengthen donor compliance and effectively capture, adapt, and communicate programme impact and results to diverse donor and stakeholder audiences.
