COUNTY OF BUCKS JOB TITLE: EMS Quality Assurance Coordinator JOB CODE: 0646 DEPARTMENT: Emergency Medical Health UNION: 00 FLSA STATUS: Non-Exempt GRADE: 00 Position Summary: The Quality Assurance (QA) Coordinator functions as a liaison between the Pennsylvania Department of Health, Bureau of Emergency Medical Services (BEMS), the State Medical Advisory Committee (SMAC) in conjunction with PEHSC, Bucks County EMS agencies, the Bucks County Emergency Communications Center, and other stakeholders involved in the delivery of prehospital emergency care. Monitors the delivery of prehospital care at all levels, including all phases of an emergency medical response. Identifies strengths, weaknesses, opportunities, and threats (SWOT) to support data-driven improvements in the delivery of prehospital patient care.

Monitors compliance of prehospital EMS activities with standards established by Federal, State, and local authorities, nationally recognized medical standards, and/or administrative and medical standards of the Bucks County Emergency Health Advisory Council, its Medical Director, or designated committees. Works closely with all stakeholders responsible for continuous improvement of prehospital care, including but not limited to: the State and Regional Medical Advisory Committees, PEHSC, hospitals, receiving facilities, and the Bucks County Emergency Health Services Advisory Council. Assists Bucks County Emergency Management and supports special operations teams as needed.

Position is a performance-based hybrid/remote role following successful completion of the probationary period and dependent upon performance. This is an Essential Personnel position. Essential employees are required to report to work as scheduled or remain at work during when requested, including during inclement weather when Bucks County offices may be closed.

May be required to work non-traditional schedules including evenings, nights, weekends, and holidays. The position also participates in the department's on-call rotation. Reports directly to the Deputy Director of Emergency Health Services or designee in the execution of all duties.

Essential Functions and Responsibilities: Quality Assurance and Data Management Supervise the collection of data for quality assurance purposes; create and provide quality assurance data reports. Analyze quality assurance data to identify system trends, activities, and developments; report findings to appropriate personnel, committees, and agencies. Conduct BEMS-approved investigations and prepare final reports on findings.

Maintain all records related to the Quality Assurance process in a secure and confidential manner. Support and maintain the regional data collection system; act as a liaison for all stakeholders. Conduct regional performance reviews as required by BEMS or directed by the Regional Medical Director and/or Deputy Director of Emergency Health Services.

Present screened cases, data summaries, and related information to the Quality Assurance Committee or other appropriate peer review committee without bias, opinion, or recommendation. Record recommendations and/or decisions of the peer review body and/or Regional Medical Director and assist in executing associated administrative requirements. Organize and lead regional quality assurance/quality improvement meetings.

Committee and Advisory Support Serve as an ex officio member of the Regional Medical Advisory Committee (RMAC); assist the Regional Medical Director with administrative responsibilities associated with RMAC. Execute assignments in support of the Emergency Health Services office and/or EMS system as directed by the Deputy Director. Operational Support Manage mass casualty/care assets.

Assist the Education Coordinator with the distribution of training equipment, classes, and state certification exams as needed. Assist the Field Representative with EMS agency spot inspections, safety inspections or investigations, and medical command facility inspections as needed. Assist the Training and Recruitment Coordinator with educational and training initiatives, as well as recruitment events, as needed.

Provide staffing support for the Bucks County Emergency Operations Center (EOC) during activations, drills, or as requested. Assist Bucks County Emergency Management and support special operations as requested. Work Conditions May be required to work non-traditional schedules, including holidays, evenings, and weekends.

Position responsibilities may include office, warehouse, educational, or field environments. Other duties may be assigned. Additional Responsibilities Due to the extreme sensitivity and confidential nature of this position, the QA Coordinator must: Always maintain confidentiality of records without personal bias.

Avoid discussion of sensitive quality assurance documents with any party other than the Quality Assurance Committee or those directly involved in the care of the patient. Maintain complete objectivity and impartiality in reporting quality assurance occurrences/infractions, regardless of the individual, agency, hospital, facility, patient, or any other factor. Infraction of any of the above requirements will be considered extreme and may result in disciplinary action and/or termination.

Represent Bucks County at stakeholder meetings in conjunction with the Bucks County Regional Medical Director. Uphold the highest standards of professionalism, integrity, and impartiality in all interactions, decisions, and communications. Position is classified as Essential Personnel; must report to work when the county is closed due to any conditions as requested.

Must be able to work changing assigned schedules during weather, manmade, and other events when the Emergency Operations Center is open (nights/days). Position has rotating on-call requirements. Qualifications Required: To successfully perform this role, an individual must be able to carry out all essential duties.

Bachelor's Degree preferred but not required. Certifications and Licenses Current Pennsylvania Paramedic and/or National Registry EMT-P (or higher) certification required and must be maintained. Emergency Medical Services Vehicle Operator (EMSVO) certification required.

Valid Pennsylvania driver's license in good standing; reliable transportation required. Pennsylvania Child Abuse History Clearance - current within one year prior to application. Pennsylvania State Police Criminal Record Check - current within one year prior to application.

Must complete a PA EMS-approved CPR Instructor certification course within one year of hire and maintain certification. Must complete the foundational National Certified Investigator and Inspector Training (NCIT) program offered by the Council on Licensure, Enforcement and Regulation (CLEAR) within two years of hire. PA EMS or NAEMSE EMS Instructor endorsement.

Experience Minimum of 5 years of experience as an Advanced Life Support (ALS) provider. Background in peer review activities or other related areas requiring strict confidentiality. Knowledge, Skills, and Abilities Proficiency with computer systems and operations; strong familiarity with Microsoft Office Suite, especially Microsoft Excel.

Ability to work independently and collaboratively within a team. Strong interpersonal and diplomatic skills, including: Establishing rapport quickly Maintaining strict confidence Working effectively on a one-to-one basis Capable of participating in and/or conducting meetings in person, electronically, or in hybrid formats. Ability to drive large trucks (non-CDL) and tow trailers (desired but not required).

Incident Command and Emergency Management Training Completion of ICS 100, 200, 700, and 800 prior to application. Completion of ICS 300, 400, G191, and IS 703 within one year of hire (subject to course availability). Completion of Pennsylvania Emergency Management Agency (PEMA) County Associate certification within two years of hire (subject to course availability).
