About This Position The City of Phoenix Public Works Department is responsible for providing Solid Waste, Facilities Management, and Fleet Services citywide. The Public Works Fiscal Services Team is seeking to hire an experienced, innovative, high-performing, and positive-minded Rate Analyst. The Rate Analyst provides centralized oversight of department-wide preparation of cost-of-service studies, development of fair and equitable rate structures, and implementation of the rates.
The Rate Analyst performs these tasks to ensure compliance with City policies and procedures and prepares and presents financial information to executive leaders. The work involves considerable initiative, independent judgment, and leadership in user rates and fee structures. Responsibilities Include Developing and calculating rates.
Utilizing fair and equitable rate structures. Implementing rates into appropriate billing systems. Preparing cost models, cost of service studies, cost accounting and allocation of operating expenditures.
Rate adjustments. Researching rate policies and regulations. Projecting long-range revenue requirements and revenue forecasts and making recommendations to management.
Ideal Candidate The ideal candidate possesses strong communication skills and the ability to communicate with middle management staff, executives and various committees. Proficient in Microsoft Excel, in data management, pivot tables, formulas and producing analytical reports. Salary Pay Range: $82,451.20 to $110,510.40 annually.
Hiring Range: $82,451.20 to $100,235.20 annually. Pay Range Explanation Pay range is the entire compensation range for the position classification. Hiring range is an estimate of where you can receive an offer.
The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity. Medical enrollment includes a monthly $150 City contribution to a Post-Employment Health Plan. Wellness incentive of up to $720 annually. Dental, vision, and life insurance options.
Employer paid long-term disability. Free Bus/light rail pass. Tuition reimbursement program up to $6,500 per year.
Paid time off includes 13.5 paid holidays, 12 vacation days, and 15 sick days and personal leave days. Paid Parental Leave for eligible employees up to 480 hours (12 weeks) of paid leave for the birth, adoption, or foster care placement of a child during a 12-month period. Federal Student Loan Forgiveness offered through Savi.
Minimum Qualifications Three years of professional level accounting or budgeting experience. Including one year of rate auditing, rate preparation, or rate analysis either for a government entity, utility, or a utility regulatory body. AND Bachelor's degree in accounting, economics, public or business administration or related field.

The City job description can be found here. Preferred Qualifications The minimum qualifications listed above, plus: Experience With SAP or similar Enterprise Resource Planning (ERP) system. Financial Management or budgeting experience for forecasting revenues and expenditures.
Workorder tracking analysis and reporting. Financial Management; working with a Utility or Service Industry. Cost Analysis and cost accounting principles.
Rate development or workorder cost recovery. Creating and maintaining data forecasting models, cost of service models, user rates. Governmental budgetary and finance activities.
