Below are the details of the position: Industry: IT (Banking) Job Title: Sr. Program Manager Mode of Job: Hybrid Locations: Toronto Contract: 12 months Schedule: M-F, core business hours – 37.5 hours per week, 7.5 hours per day Overview We are seeking an experienced Senior Program Manager to lead and deliver large-scale enterprise technology initiatives within a major banking environment.

This role is responsible for managing multiple complex programs simultaneously, ensuring alignment with enterprise strategy, governance standards, compliance requirements, budget expectations, and delivery timelines. The ideal candidate brings extensive experience managing enterprise technology programs within large financial institutions, has strong executive stakeholder management capabilities, and thrives in fast-paced, highly regulated environments. Key Responsibilities Lead and oversee multiple enterprise technology programs with significant complexity, risk exposure, and large multi-million-dollar budgets Manage and mentor teams of Project Managers, Business Analysts, SMEs, and technology resources across Agile, Waterfall, or Hybrid delivery frameworks Drive program execution from initiation through delivery while ensuring alignment with business and enterprise objectives Establish and maintain program governance structures, reporting mechanisms, and executive communications Partner with senior leadership, executive sponsors, portfolio managers, and cross-functional stakeholders to drive strategic outcomes Proactively identify, assess, and mitigate program risks and dependencies Ensure all programs adhere to internal governance, compliance, and regulatory standards Develop and manage program budgets, financial forecasts, and monthly reporting activities Support vendor management activities, including strategic sourcing and RFP processes Provide guidance on program management best practices, delivery methodologies, and operational excellence Monitor program performance, deliverables, scope, and timelines to ensure successful execution Required Technical Skills 10+ years of Program Management experience within enterprise environments Experience leading teams of Project Managers and cross-functional delivery teams Proven experience managing multiple complex technology initiatives concurrently Experience managing large-scale programs with multi-million-dollar budgets Strong experience working within governance, compliance, and risk management frameworks Extensive experience within large banking or financial institutions Experience delivering programs using Agile, Waterfall, or Hybrid methodologies Strong financial management, forecasting, and reporting experience Expertise in stakeholder management at the executive level Preferred Skills Experience with regulatory delivery initiatives Experience leading complex data-related projects Experience using MS Project, Jira, Confluence, and Clarity Prior experience working with bank or similar Tier-1 financial institutions PMP and/or Scaled Agile certifications Soft Skills Exceptional written and verbal communication skills Strong executive presence and stakeholder management capabilities Ability to thrive in fast-paced, high-pressure environments Strong leadership and team collaboration mindset Professional, empathetic, and proactive approach to delivery management Strategic thinker with the ability to anticipate executive priorities Continuous learner with a desire to become a subject matter expert Nice to Know Team environment is highly collaborative with approximately 30–40 team members Standard onboarding provided, though candidates are expected to ramp up quickly Opportunity for long-term engagement within a strong delivery organization Daily meetings average approximately 2+ hours per day Dexian is a leading provider of staffing, IT, and workforce solutions with over 12,000 employees and 70 locations worldwide.
