Parkes Shire Council is seeking an experienced and strategic Manager Finance to lead our Finance and Revenue team and provide specialist financial advice and direction across Council.
\nThis is a key leadership role responsible for ensuring Council’s financial sustainability, strong financial governance and effective financial management. You will oversee financial and management accounting, budgeting and long-term financial planning, rates and revenue, taxation, treasury and investments, statutory reporting and audit.
\nWorking closely with the Executive and Connected Leadership Team, you will provide clear, insightful financial analysis and advice to support sound decision-making and deliver strong outcomes for the community.
\nMore specifically, your responsibilities include but are not limited to:
\n- \n
- Lead and manage the Finance and Revenue team, ensuring high-quality, efficient and customer-focused financial services. \n
- Oversee Council’s financial reporting, budgeting, long-term financial planning and statutory compliance. \n
- Provide strategic financial advice, analysis and modelling to support informed decision-making by the Executive and Connected Leadership Team. \n
- Ensure strong financial governance, risk management, internal controls and compliance with legislation and accounting standards. \n
- Coordinate internal and external audits and ensure audit recommendations are appropriately addressed. \n
- Manage Council’s treasury functions, including cash flow, investments, borrowings and banking. \n
- Drive continuous improvement across financial systems, processes, reporting and service delivery. \n
- Support Council’s financial sustainability and ensure financial practices align with Council’s strategic priorities, values and commitment to the community. \n
You are an experience finance professional and people leader who can balance strategic thinking with strong technical financial expertise. You will bring:

- Relevant tertiary qualifications in Accounting, Finance, Business or a related discipline with professional accounting membership highly regarded. \n
- Significant experience in financial management, accounting, budgeting and financial reporting. \n
- Strong knowledge of accounting standards, taxation, legislation, governance and financial management principles. \n
- Demonstrated ability to lead and develop a high-performing finance team. \n
- Strong analytical and problem-solving skills, with the ability to interpret financial information and provide sound advice to senior leaders. \n
- Experience in financial planning, risk management, audit, internal controls and financial sustainability. \n
- A proactive approach to improving systems, processes and financial practices. \n
- Highly developed communication and interpersonal skills, with the ability to build effective relationships across the organisation. \n
- The ability to work collaboratively as part of the Executive Management team and contribute to organisation-wide priorities. \n
Additionally, the following skills and background will be highly valued:

- Previous experience in a Local Government in a management role. \n
- Additional qualification in project management, leadership and management or related field. \n
- Knowledge of the role, functions, and responsibilities of Local Government. \n
The appointment will be in accordance with the Local Government (State) Award and Parkes Shire Council's policies and conditions of employment.
\nThe role has been evaluated as being Grade 18 of the Council's salary structure and offers a competitive salary circa $116,094 - $133,509 (depending on skills and experience) plus super and salary packaging options to increase your take-home pay.
