GIS Software Developer

Our Client is looking for a Senior Full Stack Software Developer to support the ongoing development of the Ontario Agricultural Soil Information System (OASIS).

The solution includes a core web application built using Java and Microsoft Azure technologies, along with a field data application leveraging ESRI GIS technologies.

Key Responsibilities

• Design, develop, test, and deliver enterprise-grade full-stack applications using Java/JEE, Spring Boot, Angular, HTML5, and RESTful APIs


• Develop scalable Java-based backend services and integrations within Microsoft Azure


• Design and implement integrations with ESRI ArcGIS Portal, Survey123, and geospatial services


• Translate business and technical requirements into detailed technical designs and production-ready solutions


• Develop programming specifications, application components, configurations, and customizations


• Build and manage application releases and deployment pipelines


• Develop and maintain CI/CD processes using Azure DevOps Repos and Pipelines


• Perform unit testing, troubleshooting, defect resolution, and quality assurance activities


• Work collaboratively within an Agile delivery environment


• Ensure applications meet security, privacy, accessibility, and government technology standards


• Collaborate with business stakeholders, developers, architects, analysts, and project teams throughout the software delivery lifecycle

Must-Have Skills

• 5+ years of hands-on full-stack Java application development experience


• 1+ year of experience developing and implementing Java solutions for soil management systems


• Java/JEE


• Spring Boot 2.5+


• Angular 2+


• HTML5


• RESTful API design, development, and integration


• Azure SQL Database, Oracle, and/or PostgreSQL


• Microsoft Azure development experience


• Azure App Service Plans

• ESRI ArcGIS Portal integration


• ESRI ArcGIS Survey / Survey123 integration

• AODA accessibility standards and compliance experience


• Secure software development, privacy, and confidentiality knowledge

Nice-to-Have Skills

• Strong ESRI ArcGIS and Survey123 experience


• Experience with geospatial data services and mapping applications

• Experience using approved AI-assisted software development or coding tools


• Ontario Public Sector experience


• Knowledge of OPS and I&ITS policies, standards, directives, and governance requirements
