Development Manager – Curzon Programme Grade 6 (Consultation grade – subject to formal evaluation under the Pay Equity Review). Salary: £54,495–£64,811. Working 36.5 hours per week.

About The Role This role leads the development and delivery of strategically important regeneration programmes that support Birmingham’s wider Growth Strategy and Investment Plan across East Birmingham, Knowledge Quarter, Enterprise Zone and the Curzon/HS2 growth corridor.
You will work alongside consultants, developers, partners and internal stakeholders to shape and deliver complex development projects that drive investment, regeneration and long‑term economic growth. Key responsibilities include programme management, technical expertise in planning, regeneration and development delivery, ensuring projects are delivered effectively, sustainably and in line with the Council’s strategic priorities. What You’ll Be Doing Lead the delivery of major regeneration and development projects linked to East Birmingham, Knowledge Quarter, Enterprise Zone and the Curzon/HS2 growth programme Manage complex capital projects and programmes, ensuring delivery against milestones, budgets and governance requirements Work collaboratively with consultants, developers, government bodies and regional partners to progress strategic regeneration initiatives Develop and manage feasibility studies, options appraisals, business cases and funding bids to support investment decisions Provide specialist planning and development expertise to support programme delivery and strategic decision making Prepare reports, presentations and briefing papers for senior officers, elected members and governance boards Support the delivery of externally funded regeneration and investment programmes, including regional and national funding initiatives About You Significant experience managing complex regeneration, development or infrastructure projects within a large, multi‑stakeholder environment Strong understanding of planning, regeneration, development and property‑related processes Experience leading multi‑disciplinary project teams and managing external consultants and delivery partners Skilled in programme governance, business case development, risk management and project reporting Experience working within politically sensitive environments and engaging with senior stakeholders and elected members Strong commercial awareness, including knowledge of funding models, procurement and development appraisals Degree qualified in a relevant discipline or equivalent professional experience; membership of a relevant professional body (RTPI, RICS, RIBA, APM or similar) is desirable Key Skills & Experience Strong project and programme management capability Excellent stakeholder engagement and partnership‑building skills Ability to manage competing priorities and deliver against demanding deadlines Skilled in analysing complex information and developing practical solutions Strong written and verbal communication skills, including report writing and presentations Ability to influence, negotiate and build consensus across organisations and sectors Experience establishing governance structures and performance reporting processes Why Join Us Shape the future growth and regeneration of Birmingham Play a key role in major city‑wide investment and infrastructure programmes Work on high‑profile regeneration projects linked to HS2 and East Birmingham growth Collaborate with regional, national and international partners to drive investment into the city Be part of a forward‑thinking team delivering transformational change Develop your career within one of the UK’s largest and most ambitious local authorities Equal Opportunities Statement Birmingham City Council is an accredited Disability Confident Leader employer.
