Permanent, Full Time

Other essential information: Hybrid across Richmond and Wandsworth minimum of 1 day a week in the office.

Additional duties include support for the administration of Community Infrastructure Levy (CIL).

We are looking for a Building Safety Levy Officer

You will help Richmond and Wandsworth Councils implement and administer the Building Safety Levy, a new statutory function introduced through the Building Safety Act 2022 to support the remediation of unsafe residential buildings.

You will manage accurate records, support financial administration, respond to enquiries and work with colleagues across Building Control, Planning, Finance, Legal Services and Digital Services to ensure the levy operates effectively and in line with statutory requirements.

You will also provide support for the administration of Community Infrastructure Levy (CIL), helping ensure developer contributions are recorded, invoiced, reconciled and reported transparently.The role is important to the Councils ability to administer development-related charges accurately, consistently and efficiently.

About the role

This is an opportunity to join a professional regulatory service at an important point in building safety reform.

You will administer Building Safety Levy processes, including calculation, billing, collection, monitoring and recording of charges in line with legislation, government guidance and Council procedures.

You will maintain accurate case records, support financial reconciliation and reporting, and provide clear information to developers, residents, councillors and internal colleagues.

You will work collaboratively with Building Control, Planning, Finance, Legal Services, Digital Services and external stakeholders to support effective implementation and ongoing operation of the levy.

You will also support the administration of CIL, including monitoring developer contributions, maintaining databases, issuing invoices and assisting with statutory reporting.

The role will suit someone who is organised, accurate and proactive, with strong attention to detail and an interest in regulatory administration, developer contributions and public service delivery.

Essential Qualifications, Skills and Experience

Knowledge-Understanding of the Building Safety Act 2022, the Building Safety Levy and associated regulations and guidance.

Administrative Skills-Strong administrative, organisational and case-management skills, with experience of applying legislation, policy or formal procedures accurately in a busy service environment.

Excel Skills- Advanced Excel skills and confidence using databases or business systems to collate, query, analyse interpret and present data.

Planning Knowledge- Understanding of planning, building control, developer contributions or similar regulatory systems and processes, including the importance of accurate records and audit trails.

Complex information-Ability to interpret complex information, make reasoned and consistent judgements, and communicate clearly with a range of internal and external stakeholders.

Proactivity- A proactive, self-motivated approach, with excellent attention to detail and the ability to work independently while contributing positively to a wider team.
