Vacancy type: Existing vacancy Summary of DutiesReports to the Senior Project Manager, Business Systems in the Transportation Division. Facilitates the effective use of business technologies, databases, and applications to meet the needs of both internal and external corporate clients. Through project and operational roles, this position undertakes business system requirement analysis, functional design specifications, technical design specifications, development and implementation of applications and supporting technologies and documentation, user training and general user support.
The Applications Analyst works with various user groups to leverage and improve existing or new software applications, including Maintenance Management Systems, Asset Management, Mobile Technology, and Geographical Information Systems (GIS). This is accomplished through continual improvement initiatives, data analysis, systems configuration and integration, reporting, workflow design/documentation, and enabling efficient data collection and management processes. ResponsibilitiesAnalyzes, designs, develops, implements, maintains, and integrates numerous maintenance, asset, and GIS-enabled municipal business applications, including special and ad hoc projects for the Transportation Division and Public Works Department. Collaborates on the development, implementation, and maintenance of Infrastructure Management application development standards and the development and review of business specification and design documents for both in‑house and contracted application development.
Ensures that security policies and data standards are applied and effective by analyzing, designing, developing, implementing, and maintaining standard workflows, audit systems, and application accesses. Analyzes and reconciles conflicting data from spatial or relational database sources, records and coordinates solutions to complex technical problems related to SharePoint, maintenance and asset management systems, GIS databases, and applications, and recommends necessary enhancements. Creates and maintains custom applications using programming and spatial and relational database knowledge, designs queries to identify data that supports business needs, compiles results into special data reports, and creates custom thematic maps.
Utilizes FME to design, develop, and maintain data integration workflows, including transformation, validation, and automation of data between corporate applications and external systems to ensure consistency and interoperability. Develops, implements, and supports API‑based integrations between corporate systems and external applications, including the design, configuration, testing, and maintenance of secure data exchanges. Identifies training needs, develops training programs, coordinates and conducts training for the user community, and maintains online metadata and application help databases.
Liaises with other functional sections regarding network and database security, client support, data management, project and resource management, and customer relationships related to application implementation, use, and maintenance. Collaborates on cross‑functional teams with other City staff and consultants involved in application development projects across the Corporation. Assists in planning, scheduling, and purchasing business applications, contributes to requests for proposals and information, and evaluates bids for additional software and services.
Assists in preparing project plans and estimates for current budgets required for analysis, design, development, implementation, and maintenance of asset and maintenance management systems. Contributes to annual divisional training and budget plans and recommends future budget appropriations. Analyzes, extracts, and distributes data in standard and media formats, maintains a detailed data service request log, and ensures data distribution contracts, copyright, and statements of liability are properly authorized.
Receives data from internal sources or external agencies, analyzes, verifies, documents content and quality, imports into the business environment, and proposes a maintenance plan that meets business user requirements. Assists in resolving problems related to geo‑spatial software, data, and the department’s GIS as a whole. Provides daily support to users in a multi‑disciplinary environment. Works in accordance with Health and Safety legislation and all City of Hamilton corporate and departmental policies and procedures related to occupational health and safety. Performs other duties as assigned that are directly related to the major responsibilities of the job.
Qualifications Demonstrated level of expertise related to the duties described above, normally acquired through a Bachelor of Computer Science or College Diploma in Computer Science or other related discipline, or a combination of university education and relevant work experience in GIS, Asset Management, and Maintenance Management. Practical experience in analyzing, designing, developing, implementing, configuring, maintaining, and integrating GIS and Asset Management Systems, including work with business application technology and providing user support, preferably in a municipal environment.
Demonstrated ability to compile, prepare, and analyze source documents for conversion, perform manual and automated quality assurance/quality control data validity checks. Proven ability to establish and maintain strategies, policies, and procedures that relate to GIS and Asset Management applications and to work with user groups. Working knowledge of GIS systems and platforms such as the ESRI ArcGIS product suite.
Knowledge of spatial and relational database management system software (Oracle Spatial, SQL Server, Microsoft Access) and SQL. Ability to write, interpret, and modify at least one standard computer programming and scripting language commonly used in the development of GIS/business client and web‑based applications (such as ASP.NET, C#.NET, VB.Net, VBA, C++, Python, Java, SQL, HTML5, XML, JavaScript, CSS). Excellent presentation, analytical, report‑writing, and interpersonal skills to communicate effectively with City staff, external consultants, and suppliers.
Ability to handle multiple changing priorities. Thorough working knowledge of project management principles and techniques. Experience with Asset and Maintenance Management Systems such as Cityworks, Octave Attune EAM, Infor Public Sector (Hansen), and Esri’s ArcGIS Platform.
Experience in the development, implementation, and ongoing support of enterprise solutions utilizing Microsoft cloud technologies, including SharePoint Online, Microsoft Fabric, and Power BI; experience managing user permissions and providing application support to end users. Experience with Safe Software’s FME and application programming interfaces (APIs) for system integration, data exchange, and automation.
Must possess a Class G driver’s license and be able to provide proof of driving status after hire. Must be able to use personal vehicle at least three times per week for City business.
