Lead Delivery Manager – Digital Services Location: 2 Capital Quarter, Tyndall Street, Cardiff, CF10 4BZ, United Kingdom Contract: Fixed term (9 months) – maternity cover Working pattern: Full‑time Salary: £67,583 to £78,530 per annum (Band 8b) Reference number: 028-AC108-0626 Closing date: 17 June 2026 Responsibilities Lead on the delivery of Agile software development for the organisation. Manage, motivate and lead a team of software developers. Direct software development for large‑scale digital products and programmes for a number of different public health services.
Provide leadership and direction of all aspects of software development, testing and architecture, establishing best practices and coding standards and ensuring adherence to policies and procedures. Create, develop and implement short, medium and long‑term strategic plans, reflecting competing and complex challenges that may impact across the organisation. Lead discovery phases to ensure that intent and user research are clarified before investing in new platforms.
Deliver alpha, beta and live services with energy and efficiency, leading sprint teams, backlogs and managing the team's change control process. Create an environment for collaboration and empowerment and provide coaching and support to the team. Manage the work of fixed‑term contractors and third‑party consultants in relevant work streams, including specification of requirements, technical management and performance delivery.
Provide expert advice, guidance and training both internally and externally to NHS Wales and partner organisations on system development. Manage expectations with proactive and clear communication, facilitating discussion and challenging conversations. Help develop and implement a successful, user‑focussed Digital and Data Strategy for the organisation.
Essential Qualifications and Knowledge Educated to Master's Degree level (Level 7) or equivalent work‑based experience and specialist knowledge. Knowledge of Agile methodologies and principles. Working knowledge of systems architecture and standards.
Experience of delivering user experience design practice and understanding of how to convey user needs in user stories and development tasks. Desirable Qualifications Certification or qualifications in Agile or software development methodologies. Essential Experience Experience of leading and managing software development and delivery teams.
Experience of implementing methodologies and policies for governance of software and digital delivery. Experience of providing coaching and support to developers and/or delivery managers. Experience of leading DevOps, .Net Frameworks and SQL.
Aptitude and Abilities – Essential Ability to lead discovery phases on initiatives to define and redefine approaches to digital services. Deliver alpha, beta and live services with energy and efficiency, helping to maintain team stamina levels over many sprints. Direct the software development element of large‑scale technical IT projects and programmes.
Ability to develop and maintain effective working relationships across multi‑functional teams and stakeholders. Excellent organisational skills to manage complex workloads, multi‑task in complex and sensitive environments. Excellent analytical skills to investigate and resolve highly complex issues.
