Job Description
Job Overview MB3 Management Analyst 3 – Regular/full-time – Department of Transportation and Infrastructure – Projects Management, Infrastructure, Capital Projects – Winnipeg, MB Responsibilities Reporting to the Manager of the Projects Management Team, the Project Manager directly manages the delivery of assigned capital projects from inception through to project completion. This high‑complexity managerial role requires broad decision‑making, extensive planning, coordination with internal resources and professional disciplines, and oversight of outside consultants and contractors. The incumbent works closely with senior-level staff in Manitoba Transportation and Infrastructure (MTI), other government departments, contractors, consultants, and stakeholders.
Qualifications Completion of a post‑secondary degree or diploma in a related field such as project management, engineering, architecture, business administration, or construction management. An equivalent combination of education and experience may be considered. Extensive experience in project management, including the design and construction of civil engineered infrastructure, contract management, and leading interdisciplinary teams.
Knowledge of project‑management principles and techniques, with a demonstrated ability to apply that knowledge to assigned projects. Ability to analyze policies and programs for feasibility, cost‑effectiveness, and alignment with established policy, and to recommend alternatives in finished form. Proficiency with project‑management software, including project scheduling.
Excellent consultation, negotiation, and conflict‑management skills to handle complex and sensitive issues and to adapt to diverse stakeholders with potentially conflicting perspectives and requirements. Ability to leverage opportunities for innovation, find creative solutions, and manage change successfully. Strong planning, research, and analytical skills to integrate relevant information into actionable plans.
Effective organization and prioritization of workload to meet competing deadlines. Strong interpersonal skills and the ability to build relationships with internal and external stakeholders. Excellent verbal communication skills, with the capacity to convey complex information to diverse audiences.
Excellent problem‑solving and decision‑making skills. Strong written communication skills for preparing complex technical documents for senior officials and project stakeholders. Desired: Experience working on different project delivery models.
Conditions of Employment Must be legally entitled to work in Canada. Must be able to travel by ground and air across Manitoba, with potential overnight stays as required. Must possess and maintain a valid full Class 5F Manitoba Driver's licence and access to a personal vehicle.
