Job Summary Group Manager for the San Jose/Valley Transportation Authority (VTA) partnership, leading the design, construction, testing, and commissioning of the BSVII capital project. Responsible for all aspects of capital project delivery, including program planning, engineering, construction, budgeting, risk management, and stakeholder coordination. Pay Rate Non‑Rep Pay Band N11 – Annual Salary Range: $180,489.00 / year (minimum) to $273,443.00 / year (maximum).

Starting offered salary: $180,489.00 – $241,282.16, commensurate with education and experience. Reports To Assistant Chief, Infrastructure Delivery Officer Responsibilities Supervise and manage the implementation of multiple capital projects, coordinating with BART departments, external stakeholders, and construction consultants. Develop and execute program goals, objectives, policies, and priorities.

Establish staffing levels, monitor service delivery effectiveness, and allocate resources. Assign projects and programmatic responsibilities, review work methods, and resolve issues. Assess and monitor workload, administrative systems, and reporting relationships, driving continuous improvement.

Plan, manage, and coordinate project stakeholders to resolve implementation issues. Oversee engineering projects and construction contract administration, including complex design and safety issues. Produce contract documents (specifications, manuals, agreements) and administer contracts.

Manage contract procurement, bid evaluation, negotiation, and oversight of consultant services. Recruit, train, motivate, and evaluate personnel; coordinate staff training and address performance issues. Participate in program budget administration, forecasting, and expenditure approvals.

Negotiate and resolve sensitive issues; present reports to executive audiences. Collaborate with the Assistant Chief on Boards, Committees, and committees. Engage professionally, staying updated on industry trends and innovations.

Address and resolve citizen inquiries and complaints. Qualifications To be highly advanced technical and managerial experience required; can compensate for educational gaps on a year‑for‑year basis. Strong ownership skills and ability to achieve results despite obstacles.

Excellent stewardship of public funds and advanced written and verbal communication. Experience in designing new processes and methodologies for large infrastructure delivery. Broad experience leading multiple complex work programs with significant impact.

Demonstrated success in establishing and guiding Project Management functions in highly regulated environments. Experience with FTA, PMOC, alternative delivery methods, and grant management. Background in asset & project risk management (ISO, IAM, FTA preferred).

Leading technical engineering teams through complex challenges. Value Engineering expertise, documenting investment analyses. Managing coordination and public affairs related to project design and construction.

Directing consultant and contractor performance. Setting and monitoring short‑ and long‑range project goals, budgets, and schedules. Minimum Qualifications Education – Bachelor’s degree in engineering, construction management, or a related field from an accredited institution.

Experience – Six (6) years of full‑time professional experience in engineering, project management, or related fields, including at least two (2) years of managerial experience. License or Certificate – California Professional Engineer registration preferred. Other Requirements – May require work outside normal business hours.

Knowledge and Skills Comprehensive capital engineering and construction program operations. Principles of program, project, and construction management. Contract administration and policy development practices.

Specification, manual, and design document development. Project funding sources and types. Complex design plans and specifications.

Budget preparation, administration, and supervision. Federal, state, and local laws, codes, and regulations. Engineering and construction risk and asset management.

Skills Manage program areas within large capital engineering projects. Develop and administer program goals and procedures. Analyze policies and operational needs; make adjustments.

Respond to community and organizational concerns. Plan and coordinate lower‑level staff work. Induce training and performance evaluation.

Delegate authority and responsibility. Execute complex project management duties. Develop engineering plans, specifications, and estimates.

Identify risk and formulate mitigation measures. Prepare concise administrative and financial reports. Prepare and administer large complex budgets.

Resolve conflict and negotiate agreements. Maintain effective working relationships. Research and evaluate new service delivery methods.
