Job Description We are seeking a Bilingual HR Operations Manager to own our HR operations, payroll, benefits administration, and HR systems. This is an operational role that reports directly to the President and focuses on building processes and systems that can scale with the company’s future growth.

Validate time data, crew hours, and payroll inputs for completeness and accuracy. Ensure proper handling of deductions, garnishments, benefits, and taxes. Maintain payroll compliance and reporting standards.
Partner with Finance to ensure alignment with payroll reporting and journal processes. Own and administer Rippling as the company’s HRIS. Complete system implementation and ensure data accuracy and integrity; manage employee records, job changes, and system workflows.
Serve as the internal expert for Rippling, implement improvements, and troubleshoot issues as needed. Identify gaps in current HR processes and implement standardized workflows. Build and document processes for onboarding and new hire setup, employee documentation (write‑ups, performance tracking, separations).
Ensure consistency, compliance, and scalability. Manage onboarding, documentation, and employee recordkeeping. Ensure compliance with employment laws and company policies.
Handle employee status changes, terminations, and required documentation. Support audits, reporting, and compliance requirements. Respond to employee questions related to payroll, benefits, and policies.
Guide managers on HR processes and documentation. Maintain confidentiality and professionalism in all HR matters. Partner with the current outsourced HR provider to transition responsibilities in‑house; document processes and ensure continuity.
Establish full internal ownership of HR operations. Own and manage all employee benefits programs including medical, dental, vision, 401(k), life, disability, etc. Administer benefit enrollments, changes, and terminations accurately and timely.
Lead and coordinate the annual open enrollment process, including planning, communication, and execution. Serve as primary point of contact for employee benefit questions and support. Ensure accurate setup and deductions within the HRIS and payroll systems.
Reconcile monthly benefits invoices and resolve discrepancies. Partner with brokers and providers to manage plans, renewals, and changes. Maintain compliance with applicable regulations (ACA, COBRA, etc.).
Required Qualifications 4–7+ years of experience in HR operations and payroll. Bilingual (Spanish/English) strongly preferred. Experience with HRIS systems (Rippling or Paylocity preferred or similar platforms).
Solid understanding of HR compliance and employment practices. High attention to detail and strong organizational skills. Proven ability to build and improve processes in a growing environment.
Technical Experience Experience with HRIS platforms such as Rippling, Paycom, ADP, Paylocity, or similar systems required. Familiarity with benefits administration systems, including enrollment and billing reconciliation. Experience working with time tracking systems, crew hours, or field‑based payroll inputs preferred.
Proficiency in Microsoft Excel and/or Google Sheets (data validation, reporting, reconciliations). Experience supporting or coordinating HRIS implementations or system transitions preferred. Clear a National, State, and Local Background Check.
Candidates must pass a pre‑employment drug screen & complete a post‑offer pre‑employment physical. Pass the 90‑day introductory period. Preferred Qualifications Experience in construction or field‑based workforce environments.
Multi‑state payroll experience (weekly pay, hourly/salary experience). Education & Certifications Bachelor’s degree in Human Resources, Business Administration, Accounting, or a related field preferred. Equivalent work experience in HR operations and payroll management will be considered in lieu of a degree.
Preferred Certifications SHRM-CP or SHRM-SCP. PHR or SPHR. Certified Payroll Professional (CPP).
Position Type / Expected Hours of Work This is a full‑time position. Hours: Must be flexible. Travel Travel is not expected for this position.
