Position Details Program Analyst / Electromagnetic Spectrum Operations (EMSO) Planner/Analyst (NH-0343-03) Location: USSTRATCOM/JEC, Nellis AFB, NV | Permanent position | No remote or telework | No travel required | Recruitment, Retention, and Relocation incentives may apply Salary: $91,427 – $141,337 | 1-2 years of experience requested Responsibilities Apply electromagnetic spectrum (EMS) policy, procedures, and tools, and EMS/EW capabilities and limitations to real‑world and exercise contingency/crisis action planning Develop Mission Scenario Events Lists (MSELs) for exercise support Conduct EMS vulnerability assessments and integrate EW into military operations Utilize qualitative and quantitative methods to assess and improve electromagnetic warfare (EW) and joint electromagnetic spectrum operations (JEMSO) plans at strategic, operational, and tactical levels Evaluate planning actions against actual events and recommend improvements for EMS-dependent operations Collaborate with DoD, Joint, Service, and national intelligence community organizations to coordinate EMS-dependent plans and executions Lead studies or projects, negotiate with management, and implement recommendations Qualifications U.S. citizenship required Eligibility for a Top‑Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) and other intelligence-related Special Sensitive or Top Secret Special Access Programs Knowledge of EMS policy, procedures, and tools; EMS/EW capabilities; EMS vulnerability assessments; and EW integration into military operations Understanding of EMS superiority program goals, operational events, milestones, and effectiveness evaluation methods Familiarity with DoD, Joint, Service, and national intelligence community structures, missions, and functions related to EMS-dependent operations Skill in conducting unbiased studies, assimilating data, rendering assessments, and preparing recommendations to support urgent and high‑pressure operational decision‑making Ability to plan, organize, lead projects, and negotiate with management to incorporate recommendations Compliance with Air Force Civilian Drug Testing Program (Testing Designated Position) and ability to safeguard sensitive or classified information Benefits Paid Time Off: 11 federal holidays per year; 13 sick leave days earned annually (accumulative) Paid Vacation Time: 13–26 days per year based on length of employment Health Insurance: No waiting period for employee and family coverage Retirement: Immediate coverage by the Federal Employees Retirement System (FERS) and Thrift Savings Plan (TSP) with 1% agency contributions and up to 5% matching AFCS is an Equal Opportunity Employer. #J-18808-Ljbffr
