DIRECTOR, GLOBAL MARKETS AND RESOURCE MOBILIZATION

JOB SUMMARY:

The Director, Global Markets and Resource Mobilization, will serve as a key driver of CARE USA's international resource mobilization strategy. This role helps support and manage new fundraising markets, including supporting a new Gulf market lead, while leading initiatives with CARE Members and country offices in repositioning for private sector and national government funding. The Director will ideally based in Europe to maximize effectiveness across the member partner network and Gulf donor landscape.

The ideal candidate will bring demonstrated success across the full spectrum of private and public fundraising channels, including corporate partnerships and private sector engagement, foundations, multilateral institutional funding, and major and principal gifts cultivation. They will have a track record of managing complex, multi-channel portfolios simultaneously and understand how to integrate and sequence these channels strategically to maximize revenue, particularly in international and cross-cultural contexts.

This role also helps lead and support the Global Fundraising Directors Group on behalf of the CARE confederation, driving alignment, shared learning, and collective revenue strategy. They will help link country and member partners with CARE USA fundraising teams and will serve as an advisor to the Secretary General, Assembly,and National Directors on international fundraising strategy, market positioning, and resource mobilization priorities.

The ideal candidate brings hands-on experience across private and public fundraising channels - including corporate partnerships, foundations, institutional funding, and major and principal gifts - and a track record of managing donor portfolios in international and cross-cultural contexts.

RESPONSIBILITIES:

New Market Donor Pipeline Management

• Supports a new Gulf market lead by following through on fundraising opportunities. Leads the development of a business case for new market entry with a focus on Asia. Contributes to growing CARE USA's international private revenue base and diversifying the donor portfolio. Connects Country Offices with pipeline needs to CARE USA fundraisers.

Country Office Resource Mobilization Support

• Support CARE country offices on resource mobilization, helping position for private sector, co-financing, and national government funding. Work closely with country office and international program teams to align on pipeline, due diligence, and joint proposals. Ensures country offices are equipped to access private funding opportunities aligned with CARE's programmatic priorities. Strengthen country office capacity in resource mobilization in collaboration with CARE USA fundraising teams

Match Funding & Co-financing Support

• Maintain a match funding map and support delivery of the co-financing strategy, identifying and raising against match opportunities. Help country offices and program teams align funding pipelines with available match. Prepare proposals and materials that leverage co-financing to maximize donor impact and unlock larger opportunities. Connect country offices to CARE USA fundraising teams to support resource mobilization strategy development.

CARE Member Engagement & Coordination

• Engage and support CARE Members with fundraising capacity and shared pipeline development. Build strong working relationships across the CARE confederation to facilitate collaborative fundraising, and coordinate materials, scheduling, and follow-up for confederation fundraising forums.
