Job Description

Manages and oversees the administration of a Behavioral Health Services (BHS) program, including the appropriate utilization and management of staff and the quality of program participants care with an emphasis upon an inter-disciplinary team approach to the delivery of care. Provides clinical supervision to staff including assigning, monitoring and evaluating cases for clinical team(s). Manages triage and case assignment procedures, new referrals, liaison activities, and staff scheduling to insure adequate coverage at all times. * Collaborates with other team members and Behavioral Health Services (BHS) leadership in formulating clinical and administrative policies and procedures, preparing policy and procedure manuals, implementing and maintaining established policies and procedures, and proposing modifications and revisions of policies and procedures, as indicated. * produces and maintains detailed reports for all data pertinent to the program. Reports relevant data to funders and central administration as needed. * Oversees the maintenance of updated case records for team(s) through EMR and coordinates effective electronic communication throughout all provider databases, as needed. Maintains case records in accordance with program policies/procedures, as well as VNS Health, city, and state standards and regulatory requirements. * Monitors the program budget and is knowledgeable of all financial aspects of the program, including, but not limited to, reimbursement and purchasing. * Ensures volume and productivity meet program standards and operations. * Oversees compliance of quality and performance indicators, and supervises staff to achieve goals. Performs internal audits to ensure compliance with policies and procedures and takes corrective action, as necessary to address deficiencies. * Provides clinical subject matter expertise and serves as a resource to supervisors, clinicians and staff. * Provides assessment, direct services to program participants and families in the community; advises and consults in case conferences, staff meetings, and discharge planning as needed. * Promotes positive relationships within VNS Health and other community service organizations. Serves as program liaison to other community agencies, negotiating formal liaison and organizing consultation and education for referral sources. * Investigates complaints registered by program participants, completes Incident Reports and other safety and quality reports within required time frames. * Collaborates with progrm leadership and other staff in the development and implementation of in-service education programs. * Ensures effective staff training, interviews candidates for employment, evaluates staff performance and recommends hiring, promotions, salary actions, and terminations, as appropriate. * Oversees the development of systems and records for billing each MCO. * Serves as primary liaison to external community-based organizations and referral sources. Ensures education and training on all VNS Health BH services to both internal and external organizations, including eligibility criteria and referral procedures. Collaborates with program leadership and other staff in the development and implementation of in-service education programs. * Collaborates with Clinic leadership team to manage triage and case assignment procedures, new referrals, liaison activities, and staff scheduling to ensure adequate coverage at all times. * Fulfills the role of Super-user in EMR system & is responsible for training of all new and existing employees. Oversees the maintenance of case records for team(s) within the EMR and coordinates effective communication throughout all external provider databases, as needed. * Maintains case records in accordance with program policies/procedures, as well as VNS Health, city, state, and federal standards and regulatory requirements. * For Outreach and Engagement (Behavioral Health) only: * Leads outreach and engagement strategies, developing and managing community partnerships. * Monitors referral pipelines and productivity and collaborate with Marketing and Growth teams. * Participates in special projects and performs other duties as assigned. Integrated Outpatient Mental Health / Substance Use Disorder Clinic (IOS) The Integrated Outpatient Mental Health and Substance Use Disorder Clinic (IOS) provides coordinated treatment for individuals experiencing mental health and/or substance use challenges. School-Based Outpatient Mental Health Clinic The School-Based Outpatient Mental Health Clinic provides accessible behavioral health services to children, adolescents, and their families within the school setting. Help students thrive by bringing critical behavioral health services directly into the communities where they learn and grow. Promise Zone is a school-based behavioral health program that supports emotionally and behaviorally challenged children and adolescents, their families, and school communities. Partner with families, educators, and students to create lasting positive outcomes for youth. The Geriatric Mental Health Initiative (GMHI) supports older adults experiencing depression through screening, assessment, and in-home counseling services. Make a meaningful difference in the lives of older adults by addressing mental health needs and reducing social isolation. FRIENDS Program โ€“ Children and Family Support Team (CFST) The FRIENDS Program provides crisis intervention, case management, and family support services to children and adolescents experiencing significant emotional and behavioral challenges. Support children and families during critical moments and help build stronger foundations for long-term success. Adult Mobile Crisis The Adult Mobile Crisis program provides rapid, community-based crisis intervention and short-term case management for adults experiencing or at risk of a behavioral health crisis. Be on the front lines of behavioral health crisis response and help individuals access care when they need it most. Children's Mobile Crisis The Children's Mobile Crisis program delivers immediate behavioral health crisis response services for children and adolescents in need of psychiatric assessment, stabilization, and de-escalation. Provide life-changing support to children and families during moments of crisis and vulnerability. The Home Based Crisis Intervention (HBCI) program provides intensive, short-term crisis intervention and family support services to children and adolescents at risk of out-of-home placement. Help keep families together by delivering intensive support that promotes stability and resilience. Safe Pathways Suicide Prevention is a specialized outreach and intervention program serving LGBTQIA+ and BIPOC youth and young adults who may be at risk for suicide. Health Home Care Management Health Home Care Management provides long-term care coordination and case management services for adults living with serious mental illness, substance use disorders, HIV/AIDS, and other complex chronic conditions. The program helps individuals navigate healthcare systems, access community resources, improve health outcomes, and achieve greater stability through coordinated, person-centered care. Work across healthcare and community systems to help high-risk individuals improve their health, independence, and quality of life. Substance Use Disorder (SUD) Care Management The SUD Care Management program provides short-term care management, treatment linkage, and support services for adults and adolescents living with substance use disorders. The program focuses on engaging individuals with frequent emergency department and inpatient utilization, helping them access treatment, recovery resources, and ongoing support. WeCARE Wellness Care Management WeCARE Wellness Care Management supports individuals receiving cash assistance who have medical or behavioral health conditions that impact employability. Through wellness-focused care coordination, resource navigation, and case management, the program helps participants improve health outcomes, increase stability, and move toward greater self-sufficiency. Empower individuals facing complex health and socioeconomic challenges while helping them build pathways toward improved wellness and independence.

License and current registration to practice as a Nurse, Social Worker, Psychologist, Marriage and Family Therapist, Mental Health Counselor or other related license in the State of New York required Management will provide assistance with the NPI application process required For Children's Health Home Program: Child and Adolescent Needs and Strengths New York (CANS) certification Must complete necessary training to administer and review the CANS NY assessment in the UAS system within 60 days of start date preferred Master's Degree degree in Social Work, Psychology, Marriage and Family Therapy, Mental Health Counseling, Nursing or other related field required Work Experience:

Minimum of five years of supervisory and administrative experience with demonstrated competency in program management, budget management, and community relations required Knowledge of Microsoft applications required For Children's Services: Prior experience in working with children and adolescents, preferably in a mental health setting For Adult Services: Prior experience working in a community behavioral health care setting required Knowledge of city and state agency and/or managed care functioning preferred
