Location: Mississauga, Pickering – ON Role Overview Reporting to a Project Engineering Director, the Project Engineering Manager manages individuals and teams executing commercial and internal work packages and projects, in a single discipline or set of closely related disciplines. The Manager maintains a capability profile of the team, including individual experience and skills, identifies gaps in the size or technical capabilities of the team relative to forecast requirements, and develops and executes a plan to close those gaps through a combination of hiring, releasing, and developing staff.
Responsibilities Hires and releases staff, secondees and contractors, as required. Supports negotiations between Managers to optimize the allocation of staff. Organizes, develops and/or delivers project-specific training courses.
Ensures all project training and qualification records are up-to-date and required training and qualifications are completed/updated on time. Develops, maintains and executes training, development, qualification, knowledge transfer and succession plans for the team. Mentors and/or organizes mentoring of staff to maintain and improve staff performance and department technical capabilities.
Ensures that staff are effectively delegating and mentoring others to develop future knowledge and skill sets. Helps staff set SMART objectives aligned with project demands. Provides clear expectations and performance measures, meaningful feedback, recognizes and rewards achievements.
Tracks, analyzes and develops/executes plans to improve project Key Performance Indicators and objectives for their teams. Accountable for performance review processes and provides feedback on the performance of staff reporting to this role. Accountable for hire/fire processes for staff reporting to this role.
Responsible for human resource issues and effectively manage and resolve employee issues. Provides day‑to‑day interpretation and application of the negotiated agreements with bargaining agents as they affect the rights, obligations, and working conditions of employees. Approves technical documents prepared by staff reporting to them.
Plans and executes work consistent with quality, cost and schedule requirements. Removes barriers that would impact deliverables to meet project requirements and priorities, working with the assigned staff to find solutions and optimizations. Provides technical advice to staff and management.
Works with marketing and other corporate groups to maintain and improve client relationships and offerings. Ensures that work is conducted in accordance with applicable Engineering and Quality Assurance procedures. Ensures all project engineering activities are performed in accordance with both statutory requirements and best practices in safety and quality.
Ensures that all design work is executed effectively and that suitable reviews are undertaken to ensure adequacy to project requirements. Fosters a team environment and team building within Engineering and with internal and external customers. Oversees the preparation of cost estimates for engineering services to internal and external clients.
Oversees cost, timeliness, quality and technical adequacy of the work through regular reviews and evaluations. Implements planning, scheduling and tracking of project engineering activities, commitments, costs and labor resources. Interfaces with clients and successfully delivers engineering products in accordance with customer specifications and requirements.
Establishes the technical approach to achieve project requirements and ensures the design satisfies these requirements. Manages the design process and product configuration in accordance with approved procedures. Ensures security access requirements, including need to know, are implemented on a project.
Qualifications University degree in an applicable field of engineering or science. 8 years of progressive experience in a discipline and field of application relevant to the work being managed, including experience leading technical teams. Demonstrated ability to manage complex and parallel technical projects. Robust leadership and coaching skills in the development of team members and support staff.
Strong communication (both verbal and written) and interpersonal skills. Excellent client focus and conflict resolution skills. Demonstrated business acumen and the ability to think, plan and negotiate strategically with a solid commercial orientation and good understanding of financial measurements.
Additional, Preferred Qualifications (mandatory for some projects) Registered Professional Engineer in the Province of Ontario and member in positive standing or eligible to obtain such registration within 6 months of hiring. 8 years of nuclear technology experience including experience leading engineering teams. Three or more years of experience leading engineering teams. Experience working in a nuclear facility licensed in Canada.
Sound knowledge of multiple engineering fields and of nuclear technologies. Ability to obtain and maintain a Level 2 security clearance. Experience in executing projects that are subject to import/export controls.
Experience in managing sub‑consultants and work sharing with other offices within the firm. Willing to travel to and potentially work at project sites to meet corporate needs. Benefits The opportunity to work on various major projects for internal and external clients.
