We are seeking an experienced Sr. Immigration Analyst to help scale and strengthen Qualcomm’s immigration program in an increasingly complex and highly scrutinized regulatory environment.

Role Description This position reports to the Director, Mobility and partners closely with Talent Acquisition, HR, Legal, outside immigration counsel, and business leaders to deliver a compliant, scalable, and competitive immigration program. The role can be based in our San Diego, CA – Santa Clara, CA – Austin, TX offices and must comply with our full‑time onsite work policy. Minimum Qualifications Bachelor's degree and 3+ years of experience in Human Resources, Business Administration/Management, International Relations, or related work experience.

Associate's degree and 5+ years of experience. High School Diploma or equivalent and 7+ years of experience. Completed advanced degrees in a relevant field may be substituted for up to two years (Master’s = one year, Doctorate = two years) of work experience.

Principal Duties and Responsibilities Provide guidance across the full spectrum of U.S. immigration matters, including non‑immigration (H‑1B, L‑1, TN) and immigrant (PERM, NIW, EB‑1, EB‑2, EB‑3) pathways, balancing compliance, business needs and employee experience. Serve as primary in‑house owner for J1 visa processing, including program oversight, documentation, timelines, and coordination with sponsors. Provide ongoing support for F‑1 OPT and STEM OPT extensions, including eligibility guidance, documentation review, employer compliance obligations, and tracking critical deadlines.

Track, analyze and report on immigration program data, including employee population metrics, case volumes, timelines, expirations, and risk indicators, and develop reports and dashboards to support stakeholder discussions, workforce planning, and leadership decision‑making. Maintain up‑to‑date knowledge of U.S. immigration regulations, agency guidance, and enforcement trends, applying this knowledge to real‑time case scenarios. Challenge established norms and proactively introduce innovative approaches to improve immigration strategy, processes, and stakeholder experience in a highly regulated environment.

Support audit readiness activities, including public access files, government inspections, internal audits, and data integrity reviews. Act as an authorized company representative in reviewing and signing immigration‑related documents, ensuring accuracy and adherence to policy. Build strong partnerships with recruiters, hiring managers, Talent Acquisition, HR and Legal by providing clear guidance on immigration policies, hiring considerations, and case strategy.

Provide clear, consistent immigration consultation across global stakeholders, balancing employee experience with compliance obligations. Define, document and continuously improve immigration workflows and standard operating procedures to support scalability and consistency. Develop and deliver training sessions and guidance materials for recruiters, managers, and HR partners on: Immigration process updates Policy changes Risk considerations in the current regulatory climate Contribute to program enhancements that improve transparency, predictability and employee experience while meeting heightened compliance expectations.

Qualifications Bachelor’s degree and 3+ years of experience in Global Mobility, Immigration, Human Resources, Finance or a related field. Associate’s degree (or equivalent) and 5+ years of relevant experience. High school diploma (or equivalent) and 7+ years of relevant experience.

Preferred Qualifications Bachelor’s degree or equivalent in Business, Human Resources or a related field. 5+ years of experience in Global Mobility, Immigration, Total Rewards or Human Resources. Pay Range and Other Compensation & Benefits Salary: $89,900.00 - $134,900.00. Additional compensation may include an annual discretionary bonus program and RSU grants.
