Job Title VICE PRESIDENT – CHIEF HUMAN RESOURCES OFFICER Posting Information Security Sensitive Position: Yes Hours of Work: TBD Posting Number: TSU203657 Official Title: VICE PRESIDENT – CHIEF HUMAN RESOURCES OFFICER Grant Title: n/a FTE: 1.0 Hiring Range: Commensurate with Experience Open Until Filled: Yes Job Description Summary / TWC Summary Vice President and Chief Human Resources officer is responsible for the overall management/leadership of the human resources function for the university and serves as second in command to the Senior Vice President and Chief Administrative Officer. Essential Duties Summary Develops and implements the HR Strategic Plan, establishes accountability, identifies solutions to solve problems, and ensures that Human Resources and Payroll policies and practices support and enhance the University’s Strategic Plan. Experience in staff recruiting, employment law, compensation, benefits, employee relations, training, and professional development.

Formulates and administers Human Resources and Payroll policies and procedures for the staff of the University. Directs the development of the annual operating budget for Human Resources, manages departmental expenditures, oversees reconciliation of accounts and preparation of financial reports for the departments. Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and to promote a high level of employee morale.

Identifies legal requirements and government reporting regulations affecting Human Resources and Payroll functions. Directs the preparation of information requested or required for compliance. Acts as a primary contact with the General Counsel for outside government agencies.

Coordinates employee relations issues with the office of General Counsel and Affi… Formulates and recommends wage and salary structures, pay policies, performance appraisal programs, employee benefits program and services, and company health programs. Establishes standards, recommends in-house management training programs that addresses university needs across division lines. Administers a wide variety of Human Resources and Payroll programs in support of university objectives while having authority/responsibility for Human Resources and Payroll staff. Selects and coordinates use of Human Resources consultants, insurance carriers, pension administrators, training specialists and other outside sources.

Conducts periodic study of staff Human Resources and Payroll policies, programs, and practices to keep top management informed of new developments and significant issues. Prepares periodic reports to top management, as necessary or requested. Directs the efforts of all special events and programs such as the Annual Benefits fair, retirement seminars, training workshops and HR/Payroll presentations to faculty and staff.

As delegated serves as a division head in the absence of the Senior Vice President and Chief Administrative Officer. Performs other job–related duties as assigned. Education Required: Masters degree in Business, Human Resource Management, or related field Required Licensing/Certification None Required.

Knowledge, Skills, and Abilities Knowledge of: Federal, State, Local and County laws. HR Policies, procedures, practices, and regulations. Demonstrates expert knowledge in multiple disciplines.

Acts as the ultimate subject matter expert in several professional disciplines and is the “go-to” expert on principles, methods, and procedures. Requires the ability to create methods and approaches to handle unique situations. Banner and other job-related software systems.

Ability to maintain the security or integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grids, hazardous waste treatment, or water treatment systems Work Experience Required: Minimum of fifteen (15) years of increasingly responsible professional human resources management experience.

Higher education experience is desirable. Working/Environmental Conditions Prolonged standing and/or walking. Handling light weight objects.
