Halifax Regional Municipality is inviting applications for the permanent, full-time position of Transportation Analyst with Transportation Planning in Strategic Infrastructure & Transportation Planning. HRM’s Transportation Planning team leads the implementation of the Integrated Mobility Plan and other regional transportation initiatives that aim to support the Municipality’s rapid growth in an economically and environmentally sustainable manner. Reporting to the Senior Transportation Engineer, the Transportation Analyst is responsible for coordinating the collection, analysis, and reporting of data to support evaluation and monitoring of key elements of HRM’s transportation system.
DUTIES AND RESPONSIBILITIES Develop and implement data collection methodologies and programs that support the monitoring and evaluation of project and network‑level transportation initiatives. Maintain transportation performance measures by determining data requirements, selecting potential data sources, and coordinating data collection by internal staff or external consultants. Maintain statistical databases and reporting frameworks and apply them in regular reporting updates to senior management, Regional Council, and external stakeholders.
Develop data collection program budgets and pursue external funding opportunities where available. Collaborate with internal departments and external partners on data collection, management, and analysis. Conduct analysis and research exercises for a variety of transportation focus areas including transit, active transportation, transportation demand management, traffic operation, freight movement, etc.
Identify emerging trends, policies and best practices from other jurisdictions and make recommendations on business unit policies and procedures related to Transportation Planning programs or strategic corporate initiatives. May perform other related duties as assigned. QUALIFICATIONS Education and Experience: A university degree in planning, engineering or statistics; or successful completion of a 2‑year GIS, Cartographic, Planning, or Civil Engineering Technology Diploma.
Minimum one year experience in transportation planning, transit planning, or data analysis is required. An equivalent combination of education, training and work experience in transit/transportation planning may be considered. Demonstrated proficiency in various computer applications (i.e., Microsoft Word, Excel, Outlook, SharePoint) and an ability to learn new software programs.
Familiarity with other GIS, CAD, and traffic analysis software programs will be considered an asset. Technical / Job Specific Knowledge and Abilities: Sound knowledge of current transportation planning issues and initiatives. Strong database management skills.
Strong data analysis, maintenance, and visualization skills. Strong written and verbal communications. Creative problem‑solving skills to address less well‑defined practical issues.
Ability to work on several projects or issues simultaneously, independently or in a team environment. Security Clearance Requirements: Applicants may be required to complete an employment security screening check. EMPLOYMENT DETAILS Work Status: Permanent, full‑time.
Hours of Work: Monday to Friday, 8:30 am to 4:30 pm; 35 hours per week. Flex options to work outside of these hours and hybrid may be available. Salary: Level 7, $37.22 per hour, as per the NSGEU Local 222 Collective Agreement.
