Temporary Business Analyst (AR2) – Development & Records (Job ID: T0430) Reporting to the Director, Development & Records, the Business Analyst ensures continuity of business analysis capacity for the Development team while providing dedicated analysis support for BCGEU's mobile application initiative. Term of assignment: Temporary 12 months. Key Responsibilities Requirements Gathering & Stakeholder Engagement Engage with organizational stakeholders, including union members, to assess initial requirements and understand project scope.
Facilitate requirements elicitation sessions, translate business needs into well‑defined business requirements, present them to technical teams, and clarify any vague or unclear requirements. Business Analysis & Documentation Define detailed requirements for organizational change requests, software development, and service enhancements. Create user‑facing requirements documents, collaborate on Statements of Work (SOWs), document software features and business processes, break down requirements into actionable user stories, manage Jira backlogs, create and maintain a product decision registry, facilitate release planning, and work closely with QA to define acceptance criteria and support verification.
Mobile App Initiative – Solution Evaluation & Delivery Model Support (Build/Buy) Support the evaluation of build vs. buy options by eliciting requirements, documenting constraints, and translating them into comparative vendor/build artifacts. For in‑house builds, develop backlogs of epics, user stories, and acceptance criteria, facilitate refinement and release planning. For vendor models, act as liaison, manage requirements clarification, backlog alignment, issue escalation, change control, and coordinate stakeholder review cycles.
Document and validate mobile‑specific non‑functional requirements (e.g., authentication, privacy, performance, accessibility, offline behavior, notifications, analytics, release cadence). Coordinate end‑to‑end readiness activities including UAT support, stakeholder sign‑off, and go‑live communications. Delivery Support & Agile Practices Facilitate decision making by documenting options, impacts, and recommendations; ensure timely updates of user stories and tasks in the ticket management system; run agile ceremonies (refinement, sprint planning, sprint review, daily scrums).
Stakeholder Communication & Risk Management Communicate regularly with internal and external stakeholders to clarify objectives and timelines. Identify, document, and mitigate risks, assumptions, dependencies, and constraints. Provide detailed status updates to leadership and key stakeholders.
Perform other duties as assigned. Education & Relevant Experience University degree in computer science, business, IT, or related discipline, or equivalent experience. 5+ years of experience as a Business Analyst and/or Product Owner working directly with software development teams in an agile environment. Experience writing user stories, working in Agile and Scrum methodologies, and planning & managing multi‑component software releases.
Direct experience delivering at least one mobile application release (Android and/or iOS) as BA/PO under in‑house or vendor delivery models. Experience working with third‑party vendors on software delivery (requirements clarification, change control, acceptance/sign‑off) is required or strongly preferred. Demonstrated proficiency in product and project risk management, including identification, documentation, and mitigation of assumptions, dependencies, and constraints.
Experience or knowledge of unions or the labour movement is considered an asset. Knowledge, Skills, & Abilities Practical understanding of mobile app delivery constraints and lifecycle (store releases, device/OS fragmentation, notification behavior, authentication patterns, telemetry/analytics, support/update cadence). Ability to translate business needs into vendor‑ready artifacts (requirements packages, clarification logs, acceptance criteria, structured feedback cycles).
Excellent written and verbal communication skills; able to articulate complex business and technical concepts clearly. Strong analytical skills; able to assess business needs and translate them into actionable requirements. Proven ability to influence and collaborate at all levels of the organization and with external partners.
Solid understanding of mobile apps and supporting infrastructure is an asset. High degree of personal integrity, credibility, and professionalism in dealings with stakeholders.
