Internal, at risk or redeployee applicants will be seen in the first instance. The Green Spaces and Street Scene Service is responsible for maintaining the beautiful borough of Calderdale.
This includes maintaining parks and open spaces through tasks such as grass cutting and strimming, hard and soft landscaping, fine turf care and ornamental horticulture, managing and maintaining countryside areas including Ogden Water, tree management, providing allotments, managing and maintaining children’s outdoor play areas, street cleaning such as sweeping, litter picking, and emptying litter bins. Responsibilities You will be responsible for developing and advising on open space policy within the borough regarding the future provision of green space, its development and use. You will be expected to liaise with the Planning Policy team and have input into the Local Plan.
You will continually develop and maintain Calderdale’s Open Space Strategy and co‑ordinate the service’s input into Calderdale’s Green Infrastructure Strategy. You will also develop and maintain Calderdale’s Playing Pitch Strategy and will work in partnership with the Council’s Sports Services to plan future provision in line with requirements. You will be required to comment on planning applications that impact upon open spaces and negotiate with developers as necessary.
You will also have an input into Section 106 agreements and ensure that monies arising from such agreements are managed in accordance with legal requirements. You will have responsibility for managing the land and property assets of the service such as bowling greens, allotment provision and sports pitches and will ensure that these assets are protected and developed in line with the objectives of the Council. You will work closely with the Council’s Legal services on the granting of leases and licences of service assets.
You will manage the team of Technical posts within the service including: Playground Manager Technical Support Officer Service Development Officer Qualifications You should have at least a Level 6 qualification in Land and Property Management or demonstrable relevant work experience in an environmental setting, particularly in respect of open space planning, land sales, leases and 106 agreements. You should have strong organisational and interpersonal skills and have knowledge of local authority financial procedures. You should have experience in using IT and software applications for service delivery such as Geographical Information Systems.
