Job Overview Date: Mar 9, 2026 Location: AUSTIN, TX Address: 701 W 51ST ST We are looking for a Systems Analyst VI to join our TIERS/MES applications and project delivery organization, building modern application solutions in Texas Health and Human Services Commission (HHSC). The role is critical for design, development, and operation of cloud‑native and hybrid application solutions that meet stringent security, performance, and reliability standards. All selected candidates must work onsite from an HHSC office located in Austin, TX, as designated by the hiring manager.

Title & Details Functional Title: Systems Analyst VI Job Title: Systems Analyst VI Agency: Health & Human Services Comm Department: MMIS Staff APD Internal 90/10 Posting Number: 14688 Closing Date: 06/07/2026 Posting Audience: Internal and External Occupational Category: Computer and Mathematical Salary Range: $7,015.16 - $11,864.50 per month (Pay Frequency: Monthly) Salary Group: TEXAS‑B‑27 Shift: Day (Telework: possible) Full Time / Part Time: Full time FLSA Exempt/Non‑Exempt: Exempt Responsibilities Design, develop, configure, and operate cloud‑native and hybrid application solutions and delivery processes, ensuring systems are reliable, secure, scalable, and aligned with architectural and operational standards. (40%) Provide technical oversight through design, code, and test reviews; enforce standards; and coordinate with third‑party vendors to ensure solution quality, security, reliability, and maintainability. (25%) Collaborate with internal teams, including infrastructure, security, and product stakeholders; provide technical guidance and mentoring; and contribute to shared solution repositories, documentation, and reusable assets. (20%) Prepare and communicate technical solution designs, status, risks, and outcomes to leadership and executive stakeholders to support transparency, alignment, and informed decision making. (15%) Knowledge, Skills and Abilities (KSAs) Hands‑on experience with cloud‑native containerized systems, including microservices, event‑driven and serverless workloads, API gateways, orchestration, and fault tolerance.

Automated CI/CD pipelines, including build, test, security validation, infrastructure as code, and controlled releases using canary or blue/green deployments. Cloud infrastructure and environments: configuration, service sizing, cost considerations, performance monitoring, observability, and security control implementation. Application architecture for flow: domain‑driven design, evolutionary architecture, team‑aligned systems, and design‑pattern trade‑off analysis for distributed systems.

Technical quality and vendor oversight: design, code, and test reviews; standards enforcement; and validation of deliverables for security, reliability, and maintainability. Skills Effective communication skills for conveying technical concepts, decisions, and risks to diverse technical and non‑technical audiences. Systems‑thinking and problem‑solving skills, including navigating ambiguity, adapting approaches to different problem contexts, and driving effective outcomes in complex, evolving systems.

Strong execution and delivery skills: planning work across dependencies, prioritizing effectively, and delivering high‑quality outcomes. Abilities Operate with a high degree of autonomy, taking ownership of work and driving progress with follow‑up and clear communication. Work effectively across organizational boundaries, coordinating with internal and external teams.

Show situational awareness, understanding context, priorities, and dynamics to engage efficiently and adjust approach. Qualifications Initial Screening Criteria Bachelor’s or Master’s degree in Computer Science, Information Systems, or Engineering (experience can be substituted for education on a year‑for‑year basis). 8–10 years of hands‑on IT experience, including full‑stack application development. Experience across the full application Software Development Lifecycle (SDLC), including deployment into production.

Preferred Experience delivering solutions in heavily regulated industries or compliance‑driven environments. Prior public sector experience. Demonstrated technical thought leadership, including influencing design decisions and best practices.
