The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology.

We provide enterprise-level information technology services and infrastructure, including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners, and visitors to the Commonwealth of Massachusetts. Massachusetts Digital Service (Mass Digital), within EOTSS, partners with organizations across state government to transform how residents, visitors, businesses, and government agencies interact with the Commonwealth. Mass Digital helps our partners use the best technology, design, and data to make every interaction with Massachusetts government simpler, faster, and more meaningful.

About our work: Mass Digital has established its track record of delivery through recent work with the Department of Family and Medical Leave (DFML) and during the COVID-19 pandemic. We helped DFML launch the Commonwealth’s first digitally native service, Paid Family and Medical Leave and PaidLeave.mass.gov. During the pandemic, we supported the Department of Unemployment Assistance in expanding their capacity to process unemployment claims in multiple languages and designed content for rapidly evolving pandemic unemployment benefits.

We also supported the Department of Public Health and Command Center in launching and operating the state’s vaccine preregistration system. Now, we’re turning our attention to a vision of statewide digital experiences that are more accessible, simple, and secure. Our roadmap calls for transforming state digital properties and content so that they meet the diverse needs of the people we serve.

We’ll achieve this through initiatives to create a single identity and profile for users of Commonwealth services, expand channels of communication, and improve people’s integrated experience across different state services. We will develop new products and services, establish standards, and build capacity within agencies. To make this vision a reality, we are expanding our engineering team to dedicate technical staff to each of these product initiatives.

We are looking for a software engineer to join our established Mass.gov team, who are responsible for creating and managing the infrastructure to give constituents the fastest and easiest path to services and information offered by the Commonwealth of Massachusetts. Are you a web developer or software engineer who wants to work on a meaningful public service software project? Do you have experience developing frontend and backend websites, services, and applications?

Read on, this role may be for you. What you’ll do: As a Web Developer, you'll work on the Mass.gov product and a group of related digital products. You will work with cross-functional teams of content strategists, developers, product managers, and technical architects.

You will play a key role in helping the state government communicate effectively with Massachusetts residents and visitors. You’ll focus on: Solicit missing information from stakeholders (in or outside of team) to clarify requirements. Apply best practices and industry standards from outside the organization to your own work.

Collaborate with cross-functional teams, while providing consistency and reliability in process and outputs that other Digital Service teams expect from our Web Development practice. Work with development frameworks and tools, including Drupal 10, React, Pattern Lab, Sass, Docker, Behat, Backstop, PHPUnit, GitHub, CircleCI, Acquia Hosting, AWS, New Relic. Participate in peer reviews (code reviews and functional reviews) for other team members.

Write and improve automated tests. Write and debug CI/CD jobs. Set up new development tools and infrastructure.

Debug technical issues related to Mass.gov products. Participate in release testing and execution. Participate in performing software releases, including some during non-business hours.

Your first month: You will spend your first few weeks paired with one of Mass Digital’s web developers who will help you learn Mass Digital and EOTSS engineering practices and standards, support you through integrating with your product engineering team, and provide any other guidance you need to help you be successful. Where you’ll work This position can be either a fully remote or hybrid position. If the selected candidate is local and prefers a hybrid option, in‑office time would average 2 days per month during which the team meets for demo days and/or planning meetings.

The primary work location for this role (if hybrid) will be 1 Ashburton Place, Boston, MA, 02108 . The standard work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST , but hours can shift up to several hours earlier or later, depending on the time zone of the contractor and/or their schedule needs. Preferred Knowledge, Skills, and Abilities: Extensive experience with PHP: a minimum of four (4) years of professional experience in a web developer role using PHP.

Significant experience with Drupal (version 8+): A minimum of two (2) years of development experience with Drupal, including module and theme development. Experience tuning Drupal’s caching system. Expert proficiency in at least one coding language and framework; proficient in other relevant languages.

Experience using REST‑based APIs Strong basic Linux command line skills. Solid understanding of web accessibility. Strong problem‑solving and analytical skills, strong verbal and written communication skills, and possess the ability to multi‑task.

Ability to both collaborate and work independently with limited supervision. Experience working on project teams that follow an implementation of Scrum, or a similar Agile framework. Experience using version control systems (e.g.

Git), CI/CD, and automated testing tools. Desire to support the state’s work to help all people of the Commonwealth. We’d also like, but don’t require, experience with the following: Other web‑based content management systems, especially WordPress #J-18808-Ljbffr
