Job Title Senior Research & Data Analyst (Senior Management Analyst) Job Summary Please note this position is open until filled; however, to ensure consideration applications should be received by February 2, 2026 at 4:30 p.m. King County Housing Authority (KCHA) is actively seeking an accomplished professional for the position of Senior Research & Data Analyst (Senior Management Analyst) to help guide our research and evaluation endeavors.

In this role, you will use, lead, and contribute to research, data analysis, and program evaluations that foster organizational learning and shape the organization’s landscape. You will facilitate applied research, evaluation, and data analysis projects from start to finish, with strong communication and presentation skills and a track record of effective project management. This work is performed under the general direction of the Senior Manager of Research & Evaluation.

Essential Functions Research and Analysis: Lead independent research, evaluation, and data analysis projects to inform policy decisions and program strategies, focusing on improving organizational strategy and outcomes for low-income populations.

Assemble and perform advanced analysis of data – including large administrative datasets, market data, survey data, and public data – to assess program performance, identify trends, and generate actionable insights. Design and build modeling tools, analysis approaches, and dashboards to support executive decision-making; develop new methods to analyze and review data for usefulness, understandability, and efficiency. Conduct background research and policy/landscape analyses related to housing, homelessness, and other social impact topics, and related data sources and methodologies.

Understand and leverage the broader data landscape (e.g., publicly available data) to inform program and policy analysis. Data Presentation and Reporting: Develop clear data products such as summaries, visualizations, maps, presentations, and briefing materials for diverse audiences including senior leadership and external partners. Present methodologies, findings, insights, and policy recommendations to staff, leadership, board members, and external audiences.

Represent Authority at external meetings. Collaboration, Technical Support and Guidance: Manage and enhance data tools and documentation to support transparency and efficiency. Provide data-related guidance to analysts and staff; support learning initiatives related to housing, homelessness, and social policy.

Collaborate with cross-functional teams to ensure insights are actionable. Qualifications and Competencies Required Qualifications : Bachelor’s degree with coursework in public administration, public policy, statistics, economics, sociology, organizational development, or related field, and substantial experience in quantitative and qualitative data analysis, applied research, program design/evaluation, or project management; equivalent combination of education and experience is acceptable. Prior experience in applied data analysis in housing or social policy is strongly preferred.

Required Knowledge, Skills, and Abilities : Thorough knowledge of affordable housing policy, programs, and related social policy areas such as homelessness, health, education, or workforce development; familiarity with subsidized housing programs (public housing, Housing Choice Vouchers, and project-based rental assistance) is ideal. Proficiency in research and evaluation methods (quantitative and qualitative). Skill with large data sets and statistical analyses; familiarity with HUD data is ideal.

Ability to create data visualizations and dashboards; strong communication skills for technical and non-technical audiences. Advanced proficiency in data management and analytics tools (e.g., Excel, Stata, R, Tableau, Power BI, ArcGIS or similar). Strong project management and organizational abilities; excellent written and verbal communication; ability to ensure regulatory compliance; ability to collaborate with diverse stakeholders.

Knowledge of equity-centered evaluation and learning practices. Experience collecting data (e.g., survey design and administration). Special Requirements Consent to and pass required assessments.

Salary & Benefits The starting salary range is $94,473.00 – $115,729.00 annually, dependent on qualifications and experience. The complete salary range is $94,473.00 – $136,984.59. Performance-based merit increases and COLA are reviewed annually.

Work Environment After onboarding, remote work up to 60% is possible in line with KCHA’s flexible work arrangements; however, remote work is reviewed regularly based on business needs.

Employees must reside in Washington State with the ability to report to the Central Office in Tukwila. Some local and domestic travel may be required. Physical Requirements Role is sedentary with standard vision and hearing requirements.
