This onsite role requires the selected candidate to work from an HHS office in Austin, Texas. The Senior .NET Developer Lead (Programmer V) serves as a senior technical leader responsible for the planning, direction, execution, and successful delivery of complex IT initiatives for the .NET Product Delivery team. This role provides both strategic oversight and hands on leadership, ensuring that enterprise application solutions align with HHSC business objectives, architectural standards, and operational needs.
The position leads the design, development, implementation, deployment, and ongoing support of enterprise level server based and cloud-based systems. Responsibilities include coordinating and directing development activities, overseeing infrastructure configuration, scalability, security, performance optimization, and deployment strategies. The Senior .NET Developer Lead proactively monitors system performance, identifies risks, prioritizes corrective actions, and directs issue resolution to ensure stable, secure, and highly available platforms.
This role exercises technical and functional leadership by assigning work, reviewing completed deliverables, guiding application architecture decisions, conducting design reviews, setting development standards, and ensuring adherence to best practices throughout the software development lifecycle. The position provides day to day technical direction, leads and mentors development staff, supports skill development, provides input into performance outcomes, serves as the technical escalation point for complex issues, and fosters a collaborative, high performing team environment. In addition, the Senior .NET Developer Lead collaborates closely with business stakeholders, project managers, architects, and leadership across HHSC agencies to support cross agency business process analysis initiatives.
The role coordinates team efforts, balances competing priorities, and routinely makes recommendations that impact application strategy, delivery timelines, risk mitigation, and resource utilization. The Senior .NET Developer Lead serves as a designated backup to the Director of Application Development or other HHSC IT Directors, acting on behalf of leadership when assigned and ensuring continuity of operations. Work is performed with significant independence, initiative, creativity, and authority in a fast paced, enterprise environment supporting multiple HHSC agencies.
Employees must be willing to work from an HHS office designated by the hiring manager three or more days per week in Austin, Texas. Essential Job Functions (EJFs) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces.
Identifies and defines ongoing enhancements required in supporting existing applications. (35%) Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%) Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%) Assists in the planning, scheduling, assigning, and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are to be aligned with the methods of working in code design at the agency.
Assists in developing standards and procedures for programming staff. (10%) Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications and coordination with agency project managers and subject matter experts to resolve issues or potential issues while promoting adherence to sound development standards and solutions. (10%) Other duties as assigned. (5%) Knowledge, Skills And Abilities (KSAs) Knowledge of the principles, practices, and techniques of computer programming and systems analysis; of computer operations procedures and systems; and of computer programming languages. Skill in problem solving, critical thinking, in computer programming, in the use of computer hardware and software, and in modifying or developing programs for computer applications. Extensive experience as a software architect or working on a software architecture team, providing technical leadership/guidance/mentorship (direction setting and articulating, consensus building, conflict mediation, diplomacy, etc.).
Extensive experience leading the work of development staff in the delivery/implementation of applications/IT systems. Knowledge of multi-tier system development. Knowledge of building and supporting mission-critical applications, running in a highly distributed manner.
Knowledge of multiple software development lifecycle phases, including scope and proposal, analysis, design, and software construction. Knowledge of the limitations and capabilities of computer systems, of the techniques used in the design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software, of computer operating systems, of writing program code, and of automated mapping. Familiarity with configuration management concepts and tools.
Familiarity with software usability concepts. Knowledge of the common design practices/standards associated with compliance to application accessibility (i.e. 508, JAWS etc.). Skill in communicating with varied levels of staff and end users to develop positive effective working relationships and to establish credibility, trust, and confidence.
Ability to communicate effectively both verbally and in writing, to serve as a technical consultant to technical colleagues, to clearly and accurately document relevant issues, and to prepare accurate, concise, reliable reports. Experience facilitating meetings with multiple customers and technical staff, including building consensus and mediating compromises when necessary. Ability to develop and manage project schedules for analysis, development and final deliverables, as well as providing support oversight.
Ability to code, test, and debug computer programs. Registrations, Licensure Requirements Or Certifications None Initial Screening Criteria Required Experience Minimum of eight (8) years of experience writing SQL, Stored Procedures, Functions, Packages. Minimum of six (6) years of experience designing enterprise‑level applications and/or services.
Minimum of six (6) years of experience working across the full software development lifecycle delivering enterprise solutions using Microsoft .NET technologies and C#. Minimum of four (4) years of front‑end development experience using technologies such as ASP.NET, .NET MVC, Angular, or similar frameworks. Minimum of three (3) years of experience working within Agile methodologies (e.g., Scrum) Preferred Experience in data migration and batch processing.
Experience in data design, schema designing, table and view creation. Experience with Analysis, Design, and Testing including creation of technical and functional design documentation. Experience with Team Foundation Server and/or Jira Development experience with ASP/VBScript, ASP.NET with C#/Web Forms, and .NET MVC with C# and Razor.
