The role of a Senior Management Analyst/Management Analyst in the City Managerâs Office is a highâlevel, multifaceted position that assists with a variety of special projects to help support key City initiatives and programs.
The position will be responsible for researching and compiling complex data, monitoring and preparing the annual department budget, drafting comprehensive staff reports and official correspondence on behalf of the City, preparing grant applications, planning special events, updating the City website, designing flyers, assisting with social media content, and delivering presentations to City officials and external stakeholders. This position also acts as a key publicâfacing representative of the City, serving as a city liaison for various committee groups. The ideal candidate will demonstrate a high level of political astuteness and have the distinct ability to multitask and remain resourceful while juggling a diverse workload.
The position may require occasional evening, weekend, or specialâevent assignments. Salary and benefits are established by City Council Resolution for classifications designated as Executive, MidâManagement, and Confidential/Exempt. Senior Management Analyst Under general direction, performs a variety of advancedâlevel professional duties in support of various administrative operations and activities within an assigned department, including budget development and monitoring, departmental policy and procedure development, implementation, and enforcement, and administration and coordination of various functions and projects. This is the advanced journey level class in the Management Analyst series.
Positions at this level possess a specialized, technical, or functional expertise within the area of assignment and/or may have responsibility for coordinating and administering assigned functions or special projects. This class performs the most complex work assigned to the series and may serve in a working supervisory capacity over lowerâlevel staff. Management Analyst Performs a variety of journeyâlevel professional duties in support of various administrative operations and activities within an assigned department including budget development and monitoring; departmental policy and procedure development, implementation, and enforcement; coordinates assigned activities with other functions, divisions, outside agencies, and the general public; and performs a variety of professionalâlevel research, administrative, and analytical duties in support of assigned department.
This is the journey level classification in the Management Analyst series. Employees within this class perform a full range of analytical duties as assigned. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are expected to become fully aware of the operating procedures and policies of the work unit.
Qualifications Education: A Bachelorâs degree from an accredited college or university with major coursework in Public Administration, Business Administration, or a related field. A Masterâs degree is preferred. Experience: Senior Management Analyst: At least two years of fullâtime professional journeyâlevel experience performing administrative research and analysis, policy development and implementation, and public administration programming.
One year of direct supervisory experience is preferred. Experience in a California municipality or county setting is desired. Management Analyst: Four fullâtime years of progressively responsible municipal government or directly related consulting experience dealing with program and project management and implementation.
At least one fullâtime year of direct supervision is preferred. License Requirement: Due to the performance of field duties, which may require operation of a City vehicle, a valid California Driverâs License and an acceptable driving record at the time of appointment and throughout employment may be required. California Department of Motor Vehicles (DMV) Pull Notice System: An incumbent appointed to this position may be subject to enrollment in the California DMV Pull Notice Program.
The Pull Notice program provides information on the incumbentâs driving record and Driverâs License status on a periodic basis to the City of Downey. An employee assigned a City vehicle must acknowledge receipt and understanding of City Administrative Regulations covering the use of City vehicles. Physical Requirements The duties and responsibilities of this position are performed primarily in an office environment and involve sitting, standing, and walking for prolonged or intermittent periods of time.
Physical abilities include moving from one area to another; occasionally bending, stooping, kneeling, reaching, pushing and pulling; bending and twisting at the waist to perform desk work and operate general office equipment, including a desktop computer with keyboard for prolonged or intermittent periods of time. The operation of a personal computer requires finger and wrist dexterity and the ability to withstand exposure to vibration, pitch, and glare from the computer. An incumbent must be able to read printed data, records or reports; duties require the ability to speak, hear, touch and see; communicate with those encountered in the performance of duties; safely lift and carry files and reports weighing up to 25 pounds; and, must be able to lift files and reports from countertops or file drawers; and, requires sufficient hand/eye coordination to perform semiâskilled repetitive movements, such as typing on a keyboard, filing, data entry and/or use of a personal computer or other office equipment and supplies. #J-18808-Ljbffr
