Job Description

Duties Description The Office of Mental Health (OMH) is recruiting to fill one Senior Budgeting Analyst / Budgeting Analyst Trainee position in the Long Island Field Office (LIFO). The incumbent will assist in providing technical budget and fiscal assistance to County Departments of Mental Health and to the not-for-profit community who receive State Aid for community-based mental health programs in Nassau and Suffolk counties. Assist in the review and approval of agency and county budget documentation.

Assist in the review and approval of direct contracts between OMH and community providers in the Long Island Region. Monitor the development of new OMH initiatives to assure adherence to established program and financial deliverables. Evaluate available data to determine the fiscal impact of OMH initiatives.

Provide technical assistance for counties and providers related to fiscal issues and contracting requirements. Assist in the coordination of Field Office administrative operations including budget implementation and the preparation of the Field Office’s annual spending plan. Draft memos and other written materials for review by supervisor and Field Office staff on budgetary issues.

Participate in monitoring visits for contract compliance under the Medicaid Managed Care Plans as well as for direct contracts and selected licensed mental health programs. Review local and regional fiscal data on service use and service availability. Identify regional fiscal training needs for Managed Care.

Conduct special projects as assigned. Minimum Qualifications Non-Competitive HELPS: Trainee 1: Four years of experience in budget estimation, justification, and expenditure control functions. Trainee 2: Five years of experience in budget estimation, justification, and expenditure control functions.

Senior Budgeting Analyst: Six years of experience in budget estimation, justification, and expenditure control functions. (An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree in a related field may substitute for five years of experience; and a doctorate in a related field may substitute for six years of experience.) Transfer: In order to be eligible for transfer, candidates must have one year of permanent competitive or 55-b/c service as a Budgeting Analyst Trainee 1, Budgeting Analyst Trainee 2, or Senior Budgeting Analyst and be eligible for lateral transfer; or be eligible to transfer under Section 52.6 or Section 70.1 of the Civil Service Law. 55b/c: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law AND meet the Non-Competitive HELPS minimum qualifications above. Please provide a copy of your eligibility letter with your response. Appointment & Salary This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of NY HELPS, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. The salary listed applies to candidates appointed to Senior Budgeting Analyst, SG-18. The salary for candidates appointed to Budgeting Analyst Trainee 1 starts at $52,198 and, for current New York State employees, is based on the candidate’s salary at the time of hire.
