Role Overview
We are looking for an experienced Senior Sales Manager / Senior Business Development Manager – Government IT Sales to be based in Chandigarh.
The candidate must have previously worked in Chandigarh or the Tricity region and should possess strong, demonstrable experience in handling government and PSU accounts across:
- Chandigarh
- Haryana
- Punjab
The selected candidate will be responsible for independently identifying government opportunities, building relationships with key stakeholders, managing the complete tendering and sales cycle, and generating new business for the company across the assigned territory.
This is a field-sales and business-development role requiring regular meetings with government departments, PSUs, nodal agencies, consultants, system integrators, and procurement authorities.
Mandatory Regional Experience
Candidates must meet the following requirements:
- Currently based in Chandigarh, Mohali, Panchkula, or the surrounding Tricity region.
- Prior work experience in government or PSU sales while being based in Chandigarh/Tricity.
- Proven experience managing government accounts across Chandigarh, Haryana, and Punjab.
- Established professional relationships with relevant government departments, PSUs, nodal agencies, procurement authorities, consultants, OEMs, or system integrators in these territories.
- Strong understanding of the government procurement and tendering ecosystem in Chandigarh, Haryana, and Punjab.
- Experience working with HARTRON or other relevant state-level nodal and procurement agencies will be preferred.
Candidates without relevant government-sales experience in Chandigarh, Haryana, and Punjab may not be considered.
Key Responsibilities
- Develop and expand Misha Infotech’s government and PSU business across Chandigarh, Haryana, and Punjab.
- Independently identify and generate new business opportunities from:
- Central Government departments
- Chandigarh Administration
- Haryana Government departments
- Punjab Government departments
- Public Sector Undertakings
- Autonomous bodies
- Boards and corporations
- Municipal corporations
- Smart City projects
- Government universities and educational institutions
- Nodal agencies and e-governance organizations
- Build a qualified sales pipeline and achieve monthly, quarterly, and annual revenue targets.
- Identify upcoming projects by monitoring government budgets, procurement plans, tenders, RFPs, RFQs, EOIs, and GeM opportunities.
- Develop government accounts from initial relationship-building through opportunity identification, tender participation, negotiation, order closure, and repeat business.
Government Relationship Management
- Build and maintain strong working relationships with government officials, procurement authorities, department heads, consultants, technical committees, and decision-makers.
- Conduct regular meetings with government departments and PSUs across Chandigarh, Haryana, and Punjab.
- Develop relationships with nodal agencies, OEMs, consultants, and system integrators for joint bidding, empanelment, and collaborative business opportunities.
- Maintain existing government accounts and generate repeat business.
- Represent the company at government conferences, exhibitions, vendor meetings, industry events, and networking forums.
GeM Portal and Tender Management
Manage opportunities through the Government e-Marketplace portal, including:
- Bid identification and participation
- Custom and BOQ-based bidding
- Technical and commercial bid preparation
- QCBS bidding
- L1 bidding
- Reverse auctions
- Direct purchase opportunities
- Order processing
- Contract coordination
- Execution and delivery follow-up
Lead the complete government tendering process, including:
- Tender evaluation
- Bid/no-bid assessment
- Eligibility and compliance review
- Pre-bid participation
- BOQ preparation
- Technical documentation
- Commercial pricing
- EMD and performance security coordination
- OEM authorization and supporting documentation
- Bid submission
- Technical evaluation follow-up

Solution and Proposal Coordination
- Understand customer requirements and recommend suitable IT and digital-transformation solutions.
- Coordinate with internal technical, pre-sales, commercial, and delivery teams for:
- Solution presentations
- Product demonstrations
- Site surveys
- Technical proposals
- Commercial proposals
- Proofs of concept
- Tender submissions
- Support customers and consultants in preparing RFPs, RFQs, EOIs, scopes of work, and technical specifications aligned with the company’s solutions.
- Work closely with OEMs and technology partners to develop technically compliant and commercially competitive solutions.
Account and Project Coordination
- Coordinate with internal project, procurement, finance, and delivery teams after order award.
- Ensure that awarded projects are executed according to customer requirements, agreed timelines, and contractual terms.
- Follow up on purchase orders, delivery approvals, project milestones, invoicing, payment collection, and customer acceptance.
- Address customer concerns and coordinate their resolution with the appropriate internal teams.
Reporting and Forecasting
- Maintain accurate records of customer meetings, opportunities, tenders, proposals, and sales activities.
- Submit weekly sales reports, pipeline updates, tender status reports, and revenue forecasts.
- Provide competitor intelligence and market feedback to management.
- Track individual opportunities from initial identification through final closure.
- Prepare a territory-specific business plan for Chandigarh, Haryana, and Punjab.
Required Qualifications
- MBA in Sales and Marketing and/or an Engineering or Technology degree from a recognized university.
- 5–10 years of experience in IT sales, institutional sales, or business development.
- Minimum 4–5 years of direct experience in government or PSU sales.
- Prior government-sales experience while working in Chandigarh or the Tricity region is mandatory.

- Experience with QCBS, L1, reverse auctions, open tenders, limited tenders, custom bids, and BOQ-based bids.
- Understanding of government procurement guidelines, budgeting cycles, and approval processes.
- Experience working with PSUs, nodal agencies, consultants, OEMs, and system integrators.
- Proven record of achieving government-sales targets and closing high-value orders.
- Strong account-management and repeat-business-generation experience.
- Ability to independently manage the complete government-sales cycle.
- Strong proposal-writing, presentation, negotiation, and relationship-management skills.
- Willingness to travel extensively across Chandigarh, Haryana, and Punjab.
Preferred Candidate Profile
The ideal candidate will:
- Be currently based in Chandigarh, Mohali, or Panchkula.
- Have an active government and PSU network across Chandigarh, Haryana, and Punjab.
- Have personally generated and closed government IT opportunities in these territories.
- Have experience working with HARTRON and relevant Punjab and Chandigarh government agencies.
- Possess strong relationships with government officials, consultants, OEMs, nodal agencies, and system integrators.
- Be capable of independently developing the territory with limited supervision.
- Be commercially strong and comfortable handling pricing, negotiations, and closures.
- Be willing to travel regularly within the assigned territory.
- Be willing to visit the Noida office as required by the company.
Performance Expectations
The selected candidate will be expected to:
- Develop an actionable government-sales pipeline within the first 60–90 days.
- Identify active and upcoming opportunities across Chandigarh, Haryana, and Punjab.
- Establish regular engagement with priority government and PSU accounts.
- Participate in relevant GeM bids and government tenders.
- Achieve agreed quarterly and annual order-booking and revenue targets.
- Generate sustainable repeat business from government accounts.
