Job Description Job Description Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service. Engineering is responsible for building and maintaining the majority of Metra’s fixed assets, such as buildings, stations, bridges, track, electrical, telecommunications and signal systems.
The Engineering Department also monitors the condition of and assists in building and maintaining the fixed assets on the freight lines where Metra trains operate. The Engineering Department is divided into two major groups: Capital Projects, and Communications and Maintenance. Reporting to the Senior Manager, Engineering Network Security, the Project Manager 2-OT manages a wide range of OT Engineering systems projects including cybersecurity program remediation, cyber implementation projects that cross disciplines (i.e.
PTC, Signals, SCADA, CCTV, VOiP, Fiber Optic Backbone), cyber compliance for station and substation improvements, and cyber awareness and compliance campaigns, ensuring projects are delivered on time, within budget, and in compliance with quality standards. Benefits: Medical, dental and vision insurance 401k Life insurance Flexible spending account Paid time off Responsibilities: Perform project management duties, including preparing project budgets; developing project cost estimates, specifications, scope of works, standard procedures, policies, staffing plans, and schedules for assigned projects; work with subject matter experts to review schedules, plans, and designs prepared by in-house staff or consultants for efficiencies, cost-effectiveness, and constructability; and recommend changes as needed to ensure compliance with scope, budget, and schedules. Maintain project files.
Lead the contract administration process including developing contract specifications and bid documents, reviewing contract bids, and awarding contracts; approving, negotiating, and processing contract changes; authorizing contract payments upon work completion; and evaluating vendor performance and recommending appropriate action when performance does not meet contract specifications. Monitor progress and identify and manage project risks; recommend solutions to keep projects within budget, scope, and on schedule; and ensure compliance with contract specifications, engineering best practices, and quality and safety standards. Conduct on-site inspections to monitor progress and accomplishments against goals; ensure compliance with quality standards, construction engineering best practices, and quality and safety standards; and assist in resolving construction problems.
Develop and maintain strong stakeholder relationships both within and outside the organization to facilitate project coordination. Assign tasks, monitor performance, and provide guidance and training to team members as needed. Promote safe work practices and maintain and foster a safe work environment.
Works under both inside and outside environmental conditions under prevailing conditions of heat, cold, rain, and snow. This position is issued a vehicle. Requirements: Bachelor's degree in Project Management, Engineering or a related discipline is preferred, or in lieu of degree a combination of education and work experience that equals four years in project management, engineering, or construction may be substituted for the required degree.
In additions to #1, must have five years of engineering, project management, or construction experience. Considerable knowledge of project management principles, practices, and methodologies including scheduling, budgeting, pricing, cost tracking, change order implementation, contract management, and reporting. Good knowledge of contract administration related to public works projects.
Good knowledge of state and federal requirements for capital projects. Strong analytical, organizational, and critical thinking skills. Strong project management skills.
Proficient in Microsoft Office 365. Ability to manage multiple projects simultaneously. Ability to assess complex security issues and develop and implement solutions.
Ability to work efficiently under pressure and tight deadlines. Ability to lead interdisciplinary project teams. Must possess and maintain a valid driver's license.
Must be available to work flexible hours in the early morning, late afternoon, evenings, or weekends. Must be available on-call 24-hours/day, 7 days/week, 365 days/year, including weekends and holidays. Plan to attend and meet face-to-face with hiring managers.
