Job Title: Project Manager Location: 441 4th St, 9th Fl., NW, Washington, DC 20001 - Onsite (Local candidates to DC, MD, and VA only) Work Arrangement: Onsite Interview Mode: Video Due Date for Submissions: 12:00 noon on May 14, 2026 Labor Category: Must qualify for a Senior Level STaR2 labor category (Required) Position Overview The Project Manager is responsible for overseeing all aspects of a project from initiation to closure, ensuring it is completed on time, within budget, and to the required quality standards. This role acts as a central coordinator, leading the project team, managing resources, and communicating with all stakeholders. Must-Have Skills Experience in project management or a related leadership role - 11+ years Proficiency in project management software tools (e.g., Microsoft Project, Asana, Jira) - 11+ years Knowledge of various project management methodologies (e.g., Agile, Waterfall, Scrum) - 11+ years Experience managing multiple tasks and prioritizing effort - 11+ years Experience managing budgets - 11+ years Bachelor's degree in IT or related field (or equivalent experience) Must qualify for a Senior Level STaR2 labor category Key Responsibilities Project Planning and Definition: Define project scope, goals, and deliverables in collaboration with the Special Projects Officer, Lead Solutions Architect, and stakeholders Develop a comprehensive project plan, including detailed schedules, timelines, and necessary resources Integrates project plans and milestones within a defined scope into holistic master plan, identifying gaps and interdependencies Tracks and supports management of cross-program or cross-project interdependencies to include IT solutions Manages program/project status reporting process for all in-scope programs/projects and creates senior leadership updates including dashboard and benefit realization reporting Identifies potential risks / issues / barriers to execution and collaborates to develop specific plans to mitigate risk / resolve issues / remove barriers Team Coordination: Works with DHCF leadership to facilitate team meetings and ensure seamless communication and collaboration Budget and Resource Management: Estimate project costs, develop a budget, and track expenditures to ensure the project remains within financial constraints Manage the allocation of personnel and material resources efficiently Risk Management and Problem-Solving: Proactively identify potential risks, develop mitigation strategies, and implement contingency plans Address issues and conflicts as they arise to keep the project on track Monitoring and Reporting Progress: Continuously track project performance against key performance indicators (KPIs) and milestones Provide regular updates on progress, adjustments, and potential issues to stakeholders and upper management Quality Control and Stakeholder Satisfaction: Ensure all project deliverables meet established quality standards and client expectations Serve as the primary point of contact for stakeholders, managing expectations and feedback Documentation and Closure: Maintain comprehensive project documentation and reports throughout the project lifecycle Upon completion, formally close the project, obtain client sign-off, and evaluate performance to identify lessons learned for future projects Essential Skills and Qualifications Education: Bachelor's degree in business, computer science, or a related field Experience: Experience seeing projects through the full-scale software development life cycle Skills: Exceptional organizational and time management skills, effective problem-solving and critical thinking capabilities, adaptability to changing circumstances and demands Highly Desired Certifications Project Management Professional (PMP) Certified ScrumMaster (CSM) Minimum Education/Certification Requirements Bachelor's degree in IT or related field or equivalent experience
