Charity Jobs NI is delighted to be recruiting on behalf of Phoenix Education Centre for a Project Coordinator to lead the coordination and delivery of the S.P.A.R.C. Project across East Belfast.


This is an excellent opportunity for an experienced project, community or youth work professional to lead a community-focused initiative supporting young people, families and marginalised groups.


This opportunity may particularly appeal to candidates currently working in roles such as Project Manager, Community Project Manager, Programme Coordinator, Community Development Coordinator or Youth Project Coordinator who are ready to lead a collaborative, community-focused initiative.


The successful candidate will provide strong leadership across the project, coordinate staff and delivery partners, oversee budgets and funding requirements, and ensure the project achieves meaningful and measurable outcomes for the communities it serves.


Location

Phoenix Education Centre, East Belfast

Travel throughout East Belfast will be required.


Salary

ยฃ33,400 per annum


Hours of Work

37.5 hours per week

This role will require some evening and weekend work in line with project activities.


Contract

Two-year fixed-term contract, with the potential to be extended subject to funding.

About the S.P.A.R.C. Project

The S.P.A.R.C. Project is a community-led initiative supporting young people, families and marginalised groups across East Belfast.


Working alongside East Belfast Youth Connects, a consortium of experienced community organisations, the project brings together local partners to deliver responsive services and activities shaped around the needs of the community.


The Role

The Project Coordinator will be responsible for the planning, implementation and successful delivery of the S.P.A.R.C. Project.


They will coordinate the day-to-day delivery of project activities, manage relationships with funders and stakeholders, support staff and delivery partners, oversee project finances and ensure effective monitoring, evaluation and reporting.


The role will also ensure that young people, families and community members remain actively involved in shaping the project and its activities.


Key Responsibilities

Project Coordination and Delivery


  • Lead the planning, implementation and day-to-day management of the S.P.A.R.C. Project.

  • Ensure project activities are delivered on schedule, within budget and in accordance with funder requirements.

  • Work closely with partner organisations within East Belfast Youth Connects to encourage collaboration and shared learning.

  • Act as the main point of contact for funders, stakeholders and community organisations.


Staff and Partnership Management


  • Coordinate the sessional workers and other staff involved in delivering the project.

  • Build and maintain effective relationships with community organisations, statutory bodies, funders and other stakeholders.

  • Provide regular updates, guidance and support to delivery partners, ensuring quality and consistency across the project.


Financial and Administrative Oversight


  • Manage the project budget and ensure financial compliance and the effective use of available resources.

  • Work with the Consortium Management Committee and finance teams to monitor expenditure, report on financial progress and prepare funding claims.

  • Ensure staff and delivery partners comply with funding conditions, organisational policies and safeguarding requirements.


Monitoring, Evaluation and Reporting


  • Develop and implement appropriate tools to measure the projects impact and success.

  • Collect and analyse project data, feedback and case studies to evaluate outcomes.

  • Prepare quarterly and annual reports for funders, clearly demonstrating progress against the projects objectives.

  • Use evidence, feedback and learning to continually adapt and improve project delivery.


Community Engagement and Advocacy


  • Ensure young people, families and community members are actively engaged in the project.

  • Facilitate community consultations and engagement activities to ensure the project remains responsive to local needs.

  • Represent the S.P.A.R.C. Project at local forums, networking meetings and conferences.

  • Share learning from the project and advocate for the needs of local communities.


Who We Are Looking For

The successful candidate will bring strong project management, leadership and partnership-working skills, together with a genuine commitment to community empowerment, youth engagement and tackling social inequality.


Essential Criteria

Applicants must demonstrate:


  • At least two years experience in project management within the community, youth or voluntary sector.

  • Proven experience of managing multi-partner projects and coordinating a range of stakeholders.

  • Experience of budget management, funding compliance and financial reporting.

  • Strong leadership skills, including experience of managing or supervising staff or volunteers.

  • The ability to design and implement monitoring and evaluation frameworks that effectively track project impact.

  • Excellent communication and interpersonal skills, with the ability to build strong relationships across different sectors.

  • Strong problem-solving skills and the ability to respond flexibly to changing or emerging needs.

  • A clear commitment to tackling social inequality, engaging young people and empowering communities.


Desirable Criteria

It would be advantageous for applicants to have:


  • Experience of working in East Belfast or a similar community setting.

  • A relevant degree or professional qualification in community development, youth work, project management or a related discipline.

  • Knowledge of safeguarding policies, funding compliance and good practice in community service delivery.

  • Access to a vehicle and a valid driving licence.
