Systematix is currently seeking an experienced Program Manager – PMO Leadership to support our client, a large provincial utility organization, in establishing and operating an enterprise Project Management Office (ePMO) responsible for delivering a complex portfolio of IT and operational technology initiatives. This role is remote with extensive travel to Halifax. This role will focus on standing up and operating a scalable PMO capability and providing program-level leadership across a portfolio of strategic initiatives, ensuring consistent governance, alignment with executive priorities, and predictable delivery outcomes.
The successful candidate will work closely with executive stakeholders and technology leadership to implement governance frameworks, oversee program and portfolio execution, and ensure coordinated delivery across 40+ concurrent projects annually. LOCATION & WORK HOURS Location: Hybrid – Atlantic Canada (periodic on-site meetings required) Work Hours: Monday–Friday aligned with Atlantic Time business hours Start Date: Targeted Q2–Q3 2026 Duration: 6–12 month contract (with potential extension) THE ROLE – Program Manager / PMO Lead As the Program Manager / PMO Lead, you will provide strategic leadership for the enterprise PMO, overseeing the coordination and delivery of a large portfolio of IT and operational technology initiatives. You will operate at a program and portfolio level, ensuring alignment between business strategy, technology investments, and project execution.
The role will drive governance, portfolio planning, resource alignment, and delivery performance across multiple interdependent projects. You will serve as the central portfolio governance authority, enabling executive visibility, ensuring financial and delivery discipline, and supporting predictable execution of large-scale technology and infrastructure programs. KEY RESPONSIBILITIES Lead the establishment and ongoing operation of an enterprise PMO, supporting strategic IT and operational technology programs Provide program-level oversight across a portfolio of 30–50+ concurrent initiatives Define and implement PMO governance frameworks, portfolio reporting structures, and delivery standards Establish and manage enterprise program and project intake, prioritization, and portfolio planning processes Ensure alignment between strategic business objectives and technology program delivery Coordinate multiple related projects to ensure interdependency management and program-level outcomes Develop and implement standardized delivery methodologies, templates, tools, and reporting frameworks Provide oversight of schedule, scope, risk, financial performance, and benefits realization across the program portfolio Partner with CIO, executive leadership, and business stakeholders to translate strategic priorities into coordinated programs Lead vendor and system integrator oversight supporting delivery across multiple projects and programs Implement resource capacity planning and portfolio resource management models Drive continuous improvement across delivery practices, PMO governance, and portfolio reporting Provide executive-level portfolio insights, performance reporting, and decision support REQUIRED SKILLS & EXPERIENCE Bachelor’s degree in Information Systems, Engineering, Computer Science, Business, or related discipline 10+ years experience delivering large enterprise technology projects and programs Demonstrated experience leading or establishing enterprise PMOs Experience managing complex multi-project programs and large delivery portfolios (30–50+ initiatives) Strong experience implementing portfolio governance, program management frameworks, and intake/prioritization models Experience managing program-level budgets, financial oversight, and benefits realization Experience delivering large-scale enterprise technology initiatives including infrastructure, cybersecurity, ERP, or operational systems Strong executive communication and stakeholder management skills Experience working directly with CIO / VP-level leadership and steering committees PREFERRED QUALIFICATIONS Experience working within electric utilities or energy sector organizations Experience supporting grid modernization, operational technology (OT), or cybersecurity programs PgMP, PMP, or equivalent program/project management certification Experience with enterprise PMO tooling (Clarity, Planview, ServiceNow PPM, or similar) Experience managing large vendor ecosystems and system integrator partnerships KEY DELIVERABLES Enterprise PMO operating model and governance framework Program and portfolio intake and prioritization processes Portfolio reporting dashboards and executive performance metrics Standardized program and project delivery methodology Resource capacity planning and portfolio management framework Coordinated delivery oversight across 30–50+ concurrent initiatives Vendor and delivery partner governance framework Executive-level portfolio and program performance reporting PAY DISCLOSURE Intermediate (8–10 years’ experience in area of expertise): $105 – $120 per hour Senior (10–15+ years’ experience): $120 – $140 per hour Compensation is commensurate with experience, skills, and market conditions.
